Within PG, the Resilience and Recovery Team supports UNICEF country offices (COs) to define and implement high quality programmatic strategies and interventions to prevent and mitigate the impact of shocks on children and systems, support effective transitions and recovery after crises and build resilience in communities and institutions.
Within this overall framework, there is a recurring need for experienced recovery specialists who can deploy – often at short notice and for a specific, timebound period – to provide direct in-country support to UNICEF country offices in fragile, crisis and post-crisis environments on working across the humanitarian-development-peace nexus; strengthening resilience at the institutional, community, and household levels; and developing child-centred recovery plans.
To meet this requirement, UNICEF is establishing a roster of experienced consultants who can deploy at short notice for a timebound period to provide hands-on technical support to recovery planning and programming, in complement to ongoing leadership and remote support from Regional Offices and Headquarters.
How can you make a difference?
The objective of this Long-Term Agreement is to facilitate and expedite the process by which UNICEF Programme Group will engage consultants to provide direct in-country support to UNICEF country offices on recovery planning and programming in the areas of water, sanitation and hygiene (WASH), education, social protection, and recovery coordination. Support will be timebound and related to a specific process or stage in the country programme cycle. Specific deliverables will be tailored to country office needs in a range of circumstances and therefore difficult to forecast; however, an indicative set of deliverables is presented in Section 4.
MAJOR TASKS TO BE ACCOMPLISHED
Working under the guidance of the Representative in coordination with the Senior Programme Specialist, Recovery, the consultant will be responsible for the delivery of effective, high quality and relevant technical assistance to country and regional offices on recovery and transition planning and programming through systems and localized approaches in crisis and post-crisis settings.

Payment of travel costs including tickets, lodging, etc., should be agreed upon between the supervisor and the consultant prior to travel and will be reimbursed on actuals.
ESTIMATED DURATION OF LTA
The Long-Term Agreement will be for a duration of three years. The initial period would be for two years with an option for renewal for a subsequent year on the same rates, terms and conditions, subject to satisfactory performance evaluation and continuing need for the service.

The selection of consultants for the LTA will be based on technical evaluation and financial offers in the ratio of 80:20. The criteria for technical evaluation will be as follows:

PAYMENT SCHEDULE
The LTA to be signed will have a fixed fee rate for three years. However, UNICEF does not warrant that any quantity of services will be purchased during the term of the LTA as this will depend on forthcoming needs.
CONTRACTS CREATED AGAINST THE LTA.
Whenever services are required, details of the requirement/deliverables including quantities and deadlines will be presented to the LTA holder whose experience and qualifications most closely match the assignment. Should this consultant not be available for this assignment, UNICEF will contact the second ranked consultant, and so on.
Upon receipt of confirmation of availability and interest in the assignment, a contract will be issued with the daily rate/fees agreed in the LTA. The consultant must sign the contract prior commencement of work.
Payment will be made after completion of deliverables and submission of invoices for the actual work completed, subject to satisfactory performance.
