Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women leads and coordinates the United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.

The UN Women Albania Country Office is currently implementing its Strategic Note 2022-2026, which aims to ensure that All Women and girls enjoy and exercise their human rights in a gender equal society and meaningfully contribute to Albania’s sustainable and inclusive socio- economic development and EU integration”. To achieve such result, across its interventions, UN Women Albania addresses key thematic areas in line with the United Nations Sustainable Development Cooperation Framework 2022 – 2026, specifically Outcome C1: By 2026, governance is more transparent and accountable, enabling people and especially vulnerable groups, to enjoy quality, inclusive services, enhanced rule of law and access to justice in line with Albania’s human rights commitments; and Outcome C2: By 2026, gender responsive governance strengthens equality and non-discrimination, promotes women’s empowerment and human rights, and reduces violence against women and children.

Over the past years, UN Women ECA RO is implementing a Flagship Programme Initiative (FPI): Making Every Woman and Girl Count: Supporting the monitoring and implementation of the SDGs through better production and use of gender statistics (Women Count) that aims to affect a radical shift in the production, availability, accessibility and use of quality data and statistics on key aspects of gender equality and women’s empowerment. Within the framework of Women Count Phase II, UN Women will be providing technical support in designing, planning, and implementing various data collection activities, and developing guidance and methodological research towards improving gender data collection, analysis, and use, but also exploring non-conventional data source to generate gender data and evidence.

In addition, the UN Women Albania CO is implementing the project “EU for Gender Equality Phase II- Gender Equality Facility in Albania”, supported by the European Union, which includes a specific component on building capacities of central and local government to mainstream/integrate gender perspectives in the production and use of data to inform public policies.

Overall, the project aims to ensure that Albanian institutions more consistently apply gender responsive governance to strengthen equality and non-discrimination, promote women’s empowerment and human rights in line with the EU Gender Equality acquis.

About the Position 

Reporting to the Project Management Specialist and Regional Specialist Gender and Statistics and in day-to-day coordination with the National Project Coordinator, the Data and Research Analyst is responsible for managing the gender data portfolio, including relationships with national partners and stakeholders, donor, the monitoring and reporting the activities.

Functions

1. Technical support to the implementation of the Women Count and data component of EU for Gender Equality II project

  • Lead the technical support and expert advice to implementing partners and key stakeholders on specific issues related to the gender data work in line with projects implementation work plan to ensure the achievement of the expected outputs;
  • Oversee the design and production of research and data products on relevant gender equality and empowerment of women thematic areas.
  • Coordinate and provide technical support to the development of a national gender equality priority indicators to track progress and report on national and international commitments on gender equality and women’s empowerment at the central and local level.
  • Coordinate and provide technical support to selected central and local institutions to conduct the assessment of administrative data for enhancing gender data governance and use of data to inform decisions and policy making.
  • Support the work on exploring and testing non-conventional data sources to fill in specific data gaps and generate new data and evidence on cross-cutting gender issues.
  • Prepare presentations, briefs and short reports including participation in relevant meetings.
  • Provide programmatic and technical support to UN Women in Albania as deemed necessary.
  • Support partners in strengthening gender data dissemination and communication strategies and building national capacity to enhance user-producer dialogue, to analyse and use data to inform actions and interventions.

2. Planning, results-based monitoring, reporting and communications

  • Prepare a detailed work plan and performance monitoring plan to implement proposed activities in coordination with the Project Management Specialist and Regional Gender Data Specialist ensure links with UN Women’s commitment under United Nations’ Sustainable Development Cooperation Framework and UN Women Albania’s Strategic Note (2022-2026);
  • Contribute to the development of technical documents on gender data, including those needed to initiate and generate momentum, such as implementation/action plans for project activities; prepare terms of reference, etc.
  • Support regular monitoring and reporting as well as for timely submission of quality progress reports and agreed-upon monitoring deliverables for Women Count and EU GEII projects;
  • Manage project files for the data component and support information collection and dissemination;
  • Provide evidence-based advocacy inputs to inform UN Women and the project’s advocacy efforts, as well as its communications and partnership strategies for the empowerment of rural women;
  • Contribute to UN Women bi-annual monitoring reporting and annual reporting, including donor reporting if needed;
  • Hold consultations with the project partners and other stakeholders in order to ensure timely information about the project implementation
  • Maintain close communication with national authorities, development actors, civil society organizations and other key stakeholders working on research and gender statistics;
  • Represent UN Women in inter-agency working groups and fora on research and data, as necessary;
  • Serve as UN Women Albania CO Data and Statistics Knowledge Management focal point;

3. Strategic partnerships with stakeholders, regional/international actors and development partners

  • Develop and maintain effective networks and partnerships with INSTAT, ministries and agencies, and other national stakeholders to build a robust gender data ecosystem; Foster partnerships with development partners, UN Agencies, government institutions, private sector, academia, media and civil society, etc., on gender data to enhance collaboration, resource mobilization and policy agenda setting;
  • Maintain close contact with relevant staff in UN Women HQ and the Regional Office for Europe and Central Asia
  • Contribute to  resource mobilization efforts at the country level in coordination with the Project Management Specialist, Head of Programmes and the Country Representative;

Perform any other job-related duties, both programmatic and technical, as assigned by the supervisors

Functional Competencies:

  • Ability to thoroughly design and lead data collection and analysis initiatives.
  • Strong analytical skills, including proficiency in academic writing and reporting.
  • Strong knowledge and experience related to latest development and good practices in gender statistics development, production, and use
  • Strong statistical and analytical skills, including advanced proficiency to statistical software packages such as Stata or SPSS
  • Familiarity with results-based management and human rights-based programming will be an asset.

Education

  • Master’s degree or equivalent in statistics, human rights, gender equality, social sciences, demography or population studies or other related areas is required.

Experience

  • At least 5 years of experience in supporting programmes/initiatives in the field of official statistics, preferably on gender statistics.
  • At least 3 years of previous experience in quantitative and qualitative data collection, analysis and research on gender and development is required.
  • Experience in data analysis using statistical software packages (e.g., Stata, SPSS) is required.
  • Demonstrated work experience in conducting needs assessment and in developing and/or building capacities on gender statistics and indicators for policy development.
  • Prior experience in supporting the design or implementation of EU programmes would be an advantage.
  • Previous experience or familiarity with the UN system or other international organizations would be an asset.

Language Requirement

Fluency in English and Albanian are required.
