The IC be required to provide research and administrative tasks and other ad-hoc activities in support of the calculation of GEMS maturity index, and reports on the obtained results; and perform other duties as assigned.

Duties and Responsibilities
The services of an individual contractor are needed to carry out research and analyses on measuring the maturity of government electronic and mobile services (GEMS maturity index) to support the development of a technical material on the subject. The individual contractor will provide support to the RB project on “Advancing Digital Cooperation and Development Arab States Action Programme”.
The IC will be tasked to do the following:
• Verify the coherence of the input GEMS data thru the developed platform.
• Use the GEMS platform to calculate the score of the different index pillars.
• Liaise with ICTS team on any technical issue on the platform
• Contribute to the preparation of the report based on the collected data.
• Assist in following up with EMCs focal points to provide additional information on the assessed e-services.
• Perform other duties as assigned.
Qualifications/special skills
A first-level university degree in technology or computer science or related area is required. An advanced university degree in related field is desirable.

A minimum of 8 years of experience in the field of research and analysis in the Arab region is required.
Experience and knowledge of e-Government indicators is desirable.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.
For this position, fluency in English and Arabic is required.
Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.

Recruitment for this position is on a local basis. The incumbent is required to have the legal right to live and work in the specified working location.
