Org. Setting and Reporting

The Economic and Social Commission for Western Asia (ESCWA) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

This position is located in the Climate Change and Natural Resource Sustainability Cluster. The Research Assistant works under the overall supervision of the Climate Change and Natural Resource Sustainability Cluster Leader and reports directly to an Economic Affairs Officer on Energy.

Responsibilities

Within delegated authority, the Research Assistant will be responsible for the following duties:

• Assists in identifying and conducting substantive aspect of the work and programmatic activities that promote the use of small-scale renewable energy technologies in rural areas of the Arab region/countries.
• Selects and evaluates a variety of documents, summarize pertinent material, collects and analyses data on renewable energy and prepares background materials and draft terms of reference for assessment papers, analytical studies, briefs, reports and energy field projects on selected global, regional, national or sector aspects of sustainable energy.
• Systematically follows through and retrieves, highlights and compiles information on sustainable energy and climate change from a wide variety of information sources; prepares input for the electronic database, website and the internet in the English and Arabic languages; and co-operates with research institutes and organizations in the collection of data.
• Assembles and examines original energy-related statistical material to ensure accuracy, clarity and validity; makes appropriate adjustments.Prepares and reviews a variety of reports, training materials, presentations, tables, lists, charts, data sets, and/or diagrams for information in order to facilitate the in-depth analysis of the retrieved information by the supervisor and other users.
• Participates in the substantive work on energy and climate change policy and programming.
Maintains and support works with project partners to facilitate the development, implementation, monitoring and evaluation, and dissemination of project activities on climate resilience.
• Support in drafting TORs for key inputs and assists in the review of deliverables provided by consultants and contractors.
• Assists in the preparation of annual project progress reports and the project final report; contributes to the organization of project review meetings and evaluation missions in coordination with internal and external counterparts.
• Prepares, maintains and updates files (electronic and paper) and internal databases; designs and generates a variety of periodic and ad hoc reports, statistical tables, charts, graphs, and other background materials/notes to facilitate inspection and other reviews.
• Drafts programme/project summaries, co-ordinates review and clearance process and co-ordinates with editor, translation services, etc., on finalization and publication of sustainable energy reports in multiple languages.
• Assists in the organization and servicing of a variety of expert group meetings and seminars on climate change and natural resource sustainability and assists in the preparation of meeting documentation, summary report, notes for the file, correspondence, etc.
• Drafts speeches, PowerPoints and other inputs for presentation by senior staff.
• Performs other related work as required.

Competencies

Ability to conduct substantive work and support field operations in the area of small-scale renewable energy applications. Ability to identify, extract, analyse and format energy data from a wide variety of standard and non-standard sources. Education

High school diploma or equivalent is required.

First-level degree or an advanced university degree in a field related to energy is desirable.

Work Experience

A minimum of seven years of experience in conducting research, collecting data and implementing activities cross various areas of energy and or sustainable development is required.

The minimum years of relevant experience is reduced to five for candidates who possess a first-level university degree or higher.

At least two years of demonstrated experience working in the area of renewable energy in the Arab region and at the field level is required.

At least one year of demonstrated experience drafting content and populating websites is required.

Experience using Drupal is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. In addition, Arabic is a working language at ESCWA.

For this position, fluency in both English and Arabic is required.

Knowledge of French is desirable.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand)
and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.

Assessment

Evaluation of qualified candidates will include assessments which will be followed by a competency-based interview.
