NORCAP is the Norwegian Refugee Council’s expert deployment mechanism. Background

The Office of the Special Envoy on Women Peace and Security of the Chairperson of the African Union Commission (OSE) was established with the mandate to enhance the voices of women in peace processes across the continent. The activities of the Special Envoy are anchored on the pillars of the Women, Peace and Security Agenda, namely the prevention of violence against women, the protection of women rights, and participation of women at all levels of decision-making in the prevention of conflict and peace building and the recognition and incorporation of gender dimensions in reconstruction and recovery endeavours.

Activities of the Office of the Special Envoy on WPS are built around two main strands: Bridging the gap between Policies and Implementation and Enhancing the Role and Leadership of Women in Peace Processes. The delivery of these overarching objectives, of the work of the Special Envoy on WPS requires solid data. It is in this perspective that the Office of the Special Envoy developed a Continental Results Framework for monitoring and reporting on the implementation of the Women, Peace and Security Agenda in Africa. Moreover, the Office has developed a Knowledge Hub that aims to serve as a one-stop centre where interested parties would access data on WPS Agenda in Africa. The CRF and the Knowledge Hub will need regular adjustments and updates, based on research and consultations with various stakeholders.

It is in this perspective that the Office would like to recruit a Research and Knowledge Officer to assist the office, strengthen its research agenda, generate and manage Knowledge.

Responsibilities

The Research and Knowledge Officer will enhance OSEWPS research capacity, in partnership with Centres of Excellence on Women, Peace and Security and disseminate its publications and other communication materials through various channels. The Research and Knowledge Officer will work under the direct supervision of the Coordinator, Office of the Special Envoy on Women, Peace and Security.

For that purpose, the Research and Knowledge Officer will carry out the following tasks:

  • Conduct policy research on undertakings by Member States, Regional Economic communities in their endeavours to implement and coordinate delivery on Women, Peace and Security Agenda.
  • Search and analyse WPS activities occurring on the continent and propose briefing notes.
  • Update regularly the WPS Knowledge Hub.
  • Support the Office in the production of articles, briefs and statements on WPS in Africa.
  • Serve as Focal point for the collaboration with Centres of Excellence on Women, Peace and Security in Africa and support the strengthening of the Network;
  • Support the Office in the activities of African Women Leaders Network (AWLN), and other related women groups and organizations.
  • Supports the development and implementation of the office knowledge management strategy, roadmap, implementation plan and related policies.
  • Proposes and promotes creative solutions for knowledge management in the office, developing methods, processes, and tools to identify and respond to knowledge gaps.
  • Provides input into the development and implementation of policy documents.
  • Supports in developing, including drafting office knowledge products such as annual reports, policy papers and briefs.
  • Promotes learning and knowledge sharing throughout the office and works to strengthen links with other partners including Member States, and Regional Economic Communities.
  • Perform any other duties related to the Office of the Special Envoy mandates may be assigned by the Special Envoy or the Office Coordinator.

Education Qualifications

To be eligible, candidates must be holders of a Master degree in gender and development studies including Gender studies, International Relations and Diplomatic Studies, Information technologies, Peace, Conflict, Disaster and Emergencies Studies.

    • Demonstrated understanding of knowledge management principles and capacity to deliver knowledge management activities.
    • Knowledge and experience in training and knowledge dissemination.
    • Familiarity with the Women Peace and Security agenda in Africa.
    • Experience in analysis and research, with track record in publications and reports.
    • Excellent writing and communication skills.
    • Good knowledge of the African Union.

Other Relevant Skills

The Research and Knowledge Officer will be required to have advance computer literacy skills, have excellent writing, analytical and communicative skills and be flexible in terms of working hours.

Language Requirement

Proficiency in English is a must. Knowledge of French will constitute an advantage.

Duration and Terms

The appointment shall be for an Initial period of one (1) year, the first three (3) months of which shall be on probation. It shall be renewable subject to performance and availability of funds.

The salary attached to the position is at P3 inclusive of all allowances for internationally recruited staff.
