Resilience Associate
The Resilience Associate will support the coordination, implementation and delivery of project activities related to climate resilience at national, provincial and local levels in Lao PDR. The Resilience Associate will report to the Senior Officer, Climate and Carbon, who leads GGGI Lao PDR’s Climate Unit. In particular, the role will support the mainstreaming of climate change adaptation into sectoral strategies, as well as undertake research into resilience opportunities in Lao PDR across multiple sectors including agriculture, forestry and urban development. The Resilience Associate will also engage in cross-unit support, particularly linked to GGGI’s resilience work within the Water Unit’s portfolio and emerging opportunities in resilient agriculture development.

PURPOSE
- Support the implementation of resilience project activities under the overall guidance of Senior Officer, Climate and Carbon, and carry out day to day related project activities including planning, budgeting, monitoring and evaluation, coordinating with relevant stakeholders internally and externally at the technical level to ensure successful delivery of expected outputs planned.
- Undertake desk and field research, support surveys, deliver key informant interviews and focus group discussions, and compile findings into well-crafted and analytical notes for project teams.
- Support capacity building related to resilience and climate adaptation across key sectors such as flood management, urban development and agriculture, in alignment with GGGI Lao PDR’s resilience projects.
- Identify resilience project opportunities within key sectors, and support project origination and scoping under the guidance of the Senior Officer, Climate and Carbon.
- Support project reporting for further review and approval both internally within GGGI’s systems and processes, as well as externally to project partners.
ENGAGEMENT
- Develop and nurture a strong network within the Lao PDR climate change sector, with a special focus on resilience stakeholders.
- Maintain active professional relations with governments colleagues and relevant counterparts in support of both project execution, business development and to ensure client satisfaction.
DELIVERY
- Identify resilience project delivery issues and support effective coordination and implementation of project activities and resources to ensure attainment of objectives against established timeframes.
- Coordinate project activities including policy consultation and validation meetings and workshops, capacity building programs based on work programs and budget plans
- Develop project execution modalities and documents across the project management cycle, and in alignment with GGGI’s project execution systems and procedures.
- Perform data collection and analyses to build and maintain country specific knowledgebase.
- Support communications related to resilience and climate change adaptation across GGGI Lao PDR’s portfolio.
REQUIREMENTS
QUALIFICATIONS
- Undergraduate (bachelors) degree in environment management, environmental science, climate change, public policy, or another relevant field.
- A graduate degree (masters) in one of the above fields will be a strong advantage.
- At least 3 years of professional experience engaged on environmental, climate and/or sustainable development projects and activities.
- One year of experience undertaking technical environmental analyses, such as surveys, policy reviews, environmental impact assessments and other technical analyses
- Strong knowledge of resilience and climate change adaptation in sectors such as forestry, agriculture, energy and urban development will be an advantage.
- Previous experience executing stakeholder engagement activities, across the government, international development agencies and/or private sector.
- Ability to support multiple projects, and familiarity with standard project management stages and activities.
- Working fluency in English and Lao and ability to translate between the two languages as needed.

WORKING CONDITIONS
The Resilience Associate, is an X6 grade level in GGGI’s national salary scale. Determination of base salary is subject to candidate’s experience, academic background and internal equity. GGGI provides 13% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. This is a national position and does not include relocation benefits.

INTRODUCTION and BACKGROUND
The GGGI Lao PDR program has been expanding rapidly in the areas of climate change, green cities and green investment mobilization. Since 2018, GGGI has been implementing a range of Readiness and Preparatory Support Program projects focused on building national capacity and policy for green finance, capacity building, climate modelling, energy efficiency, electric mobility and climate policy. GGGI has also undertaken a range of activities and projects to support Lao PDR’s Nationally Determined Contribution (NDC), including in cooperation with the NDC Partnership. In addition, GGGI Lao PDR is working with a range of other partners to engage and implement climate solutions in Lao PDR. The country office has workspaces in the Ministry of Planning and Investment, Ministry of Natural Resources and Environment and the Ministry of Public Works and Transport at central level, as well as the Vientiane Capital and Champasak Province governments.
GGGI Lao PDR’s Climate Unit leads implementation of projects and outcomes related to climate policy, green growth planning, climate action and carbon markets at a national level. Key projects within the portfolio include a national adaptation planning project, Nationally Determined Contribution implementation planning, and green growth planning activities conducted in coordination with the Ministry of Planning and Investment. In addition, the Climate Unit undertakes key sub-national activities, including supporting provincial governments with provincial policy and planning for green growth and green investment. Along with project delivery, the Climate Unit also engages in business development for the climate and carbon sectors, as well as climate-related knowledge sharing and capacity development at the national and local levels. To support this work, GGGI is seeking Resilience Associate to support implementation and delivery of GGGI’s key climate resilience activities across multiple sectors.
