Job Description:
The Resource Development Director’s role is to provide leadership in designing, developing, and implementing the strategy for resource diversification of World Vision International Lao PDR.
The purpose of this position is to lead resource acquisition for WVI Laos, securing a diverse mix of grant and private funding. The role will be responsible for:
- Leadership in acquiring and managing grants and private funds according to donor and WVI standards
- Positioning for and creating opportunities by liaising with donors, WV Support and Regional Offices
- Leadership and representation on the Senior Leadership Team, contributing to ensuring WVI Laos achieves its strategic objectives
- Management of key Program Quality functions, including project designs and project handover to the Programs and Operations Team, ensuring that projects contribute to a portfolio of programming aligned with strategic objectives
This role will ensure that all projects are aligned and cohesive, contributing to WVI Laos’ strategic objectives and achieving the greatest impact on child well-being. With the Senior Leadership Team, this role will contribute to WVI Laos being viewed as a partner of choice for staff, donors and Support Offices.
MAJOR RESPONSIBILITIES
Acquire and manage grants
- Manage the concept development, proposal formulation and submission stages of resources mobilization. This includes consultations with key stakeholders, including communities, staff, local government and donors to formulate programmatic ideas and direction that fit with WVI Lao’s strategic focus.
- Climate adaptation & environment, safeguarding, gender equality, disability, and social inclusion are embedded in design development.
- Review calls for proposals and recommend whether WVI Laos should pursue funding opportunities using the Go/No-go process.
- Ensure budgets are completely costed within donor requirements
- Ensure that donor requirements and standards are well understood by PQ, Program Operations (implementation) and project staff and a clear hand-over process is conducted for the implementation team, including conducting grant opening workshops, and producing clear summaries of donor requirements as needed.
Relationship management and representation
- Act as the primary liaison with WV Support Offices vis-à-vis all new grant opportunities and designs.
- Strategically manage and nurture major donor investment in WVI Laos.
- Maintain a detailed knowledge of context in which programming occurs, impacts being achieved and challenges being addressed by WVI Laos
- Maintain a detailed understanding of donor strategic interests, trends, funding opportunities within Laos and the region
- Work closely with a broad range of staff to ensure effective grants management.
- Ensure that WVI Laos is represented at relevant regional or global WV Grants Acquisition, Operations and Program Quality meetings
- Ensure that World Vision interests are represented at donor meetings, technical working groups, or donor-specific peer networks, developing and maintaining relationships
- Ensure strong positioning for future grants with donors
Strategic thinking and accountability
- Lead the development and renewal of the Grants Acquisition and Business Strategy and related business plans for WVI Laos, ensuring alignment with relevant strategies and standards
- Provide the SLT the necessary acquisition data and analysis to contribute to effective decision making for programming initiatives
- Ensure all internal and donor accountability requirements are met for grant acquisition and management. This includes but is not limited to serving as the main user for updating the Horizon grant and active project data management system
- File all acquisition-related documentation appropriately, ensuring relevant content on the shared server is up to date
Contribution to advocacy and communication
- In collaboration with the Communications team, develop evidence-based external product content and share with relevant stakeholders and in appropriate forums.
- In collaboration with the Communications team, develop content targeted to specific donors (highlighting impact, raising needs etc)
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
- Knowledge of program development and design, resource acquisition, major donors and multi-laterals
- Strong critical thinking, planning, organizational and management skills; ability to prioritise and handle multiple tasks
- Strong relational skills, especially in cross-cultural contexts
- Capacity and eagerness to learn

- High capacity to plan work autonomously, disaggregating and assigning tasks, with attention to details and results.
- Demonstrated track record of successful proposal writing, funding acquisition and donor relations
- At least 5 years’ experience in program and project design, assessment, implementation, monitoring, evaluation and report writing
- Proven experience of incorporating climate change adaptation, safeguarding, gender, disability and social equity issues in to funding submissions and project implementation.
- Strong strategic thinking skills and ability to contribute at the highest levels of the organization
Required Education, training, license, registration and certification
- Bachelor’s degree in Development Studies, Business Administration, a technical sector or equivalent practical experience of at least three years, in interdisciplinary areas within humanitarian industry, international development and program leadership
- Understanding of multiple donor policies and procedures particularly DFAT, FCDO, USAID, European Union and UN Agencies.
- Proficient computer skills and use of relevant software and other applications (e.g., word processing, spreadsheet, database, internet).
- Excellent written and spoken English
Preferred Knowledge and Qualifications
- Master’s degree in Development Studies, Business Administration, a technical sector or equivalent practical experience of at least five years, in interdisciplinary areas within humanitarian industry, international development and program leadership
- Demonstrated experience working collaboratively and supportively without the need for close supervision.
- Knowledge of development challenges and contexts in Lao PDR
- Phasa Laos speaker
Travel and/or Work Environment: The position is based in Vientiane, the National office. Up to 15% to travel within the country; and annual overseas travel to attend Global/Regional Resource Development and Advocacy forums
DECISION MAKING: Full decision-making responsibility for budget and resources in the own department.
