DIRECTORATE FOR COMMUNICATIONS

Under the guidance of the Secretary-General, the core mission of the Directorate for Communications (COM) is to maximise the reach and impact of the OECD and its work through clear, cutting-edge and evidence-based communications. The Directorate works in accordance with the OECD Communications Strategy and pursuant to the annual communication plans for which it is responsible, steering organisational efforts on strategic priorities and supporting policy directorates in their communications to specialised audiences. The Resource Management Unit (RMU)

The Resource Management Unit mission is to ensure coherence, flexibility, and efficiency in the management of human and financial resources of the Directorate. In close co-ordination with the Director’s office, it will contribute to the preparation of the Directorate’s Programme of Work and Budget (PWB), as well as the preparation corporate financial and HR reports with the relevant committees. It will manage income-related activities such as internal billing and cost recovery as well as purchasing-related activities. On behalf of the Director, the RMU will be responsible for the control functions related to the execution of the budget, as well as the monitoring and reporting of expenditure in accordance with OECD rules and procedures. It will also oversee, advise and facilitate all HR planning, recruitment, contracting, separation, talent management and professional development, and performance management exercises in line with the Organisation’s policies.

The Directorate for Communications is seeking a Resource Management Officer to support the Resource Management Unit (RMU) of the Directorate. The role of the RMO is to provide guidance and advice on human resources management and financial resource management to the Communications Impact, Standards and Capacity Building (CISC) Division in accordance with corporate human resources and financial rules, regulations and policy guidelines.

The selected candidate(s) will work under the supervision of the Head of Resource Management Unit and will liaise with the Organisation’s corporate services.

Job Description

Budget and Procurement

  • Support the Head of RMU with cost estimates, financial analyses, forecasts and budget reports. Keep the Power BI dashboards updated.
  • Monitor internal billing and the communications tools bundle. Liaise with Digital Communications, Web and Publications (DCWP) Division as necessary.
  • Coordinate the Market Consultations in CISC Division, ensuring that OECD financial procedures for procurement are adhered to liaising with CPG as necessary.
  • Participate in the exercise of forecasting missions. Organise and monitor official missions for staff including travel arrangements and processing of expense claims using SAP software; compile briefing files and assist in the preparation of mission reports.
  • Handle purchase orders in accordance with the OECD financial procedures and rules. Verify the budgetary imputations, monitor progress and follow up on the purchase orders and confirmations of delivery.
  • Ensure complete and accurate records are kept for audit purposes.
  • Participate in finance community working groups that provide input to the design and enhancement of new software and applications.
  • Keep abreast of OECD’s regulatory framework relevant to financial management reforms.

Human Resources (HR) and Admin

  • Coordinate staff recruitment for the CISC division, including the preparation of job vacancies for publication, organizing candidate testing, panel interview logistics, managing the candidates throughout the recruitment process and support in drafting the panel report.
  • Coordinate the recruitment of interns.
  • Organise the onboarding and offboarding of staff, and assist in replying to staff member’s questions.
  • Participate in human resources working groups that provide input to the design and enhancement of new software and applications.
  • Keep abreast of OECD’s regulatory framework relevant to HR and corporate management reforms.
  • Help organize workshops, meetings, and conferences, including room reservations, and provide support during the meetings.
  • Manage office space, office supplies and timekeeping activities for the Directorate.
  • Support the tasks of the IT correspondent for the Directorate.
  • Draft and update the operational guidelines for various RMU processes and contribute towards the development of best practices.
  • Continuously contribute to improved process efficiency.
  • Assist with other administrative tasks as necessary and provide backup to RMU colleagues as needed.

Qualifications

Ideal Candidate Profile

Academic Background

  • A university degree in business or public administration, HR management, finance, accounting, or a closely related field.

Professional Background

  • One year of proven experience in a finance or HR position in an international context; experience in a major national administration or an international inter-governmental organisation would be an additional asset.
  • Proven experience in the application of administrative or financial procedures and policies.
  • Knowledge of the OECD’s structure, processes, regulations, or experience in a similar role in another international organisation, would be an advantage.

Tools

  • Excellent knowledge of the IT systems used (SAP, SRM, SEM, GM, OBMR, SmartRecruiters, Concur and the PWB database) or the ability to learn and adapt rapidly to new technologies and systems.
  • Experience in using SAP for budgetary and operational reporting would be a distinct advantage.

Core Competencies

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Additional Information

Contract Duration

  • 1-year temporary assignment, with the possibility of renewal.
  • Ideal start date: 20 April 2025 or as soon as possible

Selection Process

For retained candidates, written tests and panel interviews are planned for early April.

Salary Information

  • Depending on level of experience, monthly salary 3 500 EUR (T2/2).
