RECRUITMENT OF AN INDIVIDUAL CONSULTANT RESPONSIBLE FOR ADVISING ON BASELINE AND END-OF -CAMPAIGN SURVEYS

CONTEXT 

THE resilience building program for security food and nutrition in the Horn of Africa (BRIEFONS)

East designed as a follow -up phase of the Drought Resilience and Sustainable Livelihoods Programme ( DRSLP ) with the aim of improving the living standards of women, youth and the population in general. BREFONS is one of the programs priority identified under the Horn of Africa Initiative , a program regional which was prepared and designed for implementation in six countries, Djibouti, Ethiopia, Kenya, Somalia, South Sudan and Sudan, by the African Development Bank (AfDB) , the Union European and the World Bank . 

Djibouti is faced with important challenges linked to insecurity food and nutritional , exacerbated by its climate arid and semi – arid. The BREFONS project, supported by the African Development Fund (ADF) and implemented implemented by the Minister of Agriculture, Water, Livestock, Fisheries and Marine Resources, seeks to raise these challenges in leveraging digital technologies. To improve agricultural productivity and resilience. 

The stone The cornerstone of the project is the development and dissemination of digital extension services, including agronomic advice, plant and animal health recommendations, and agricultural practices. climate – smart. These services will be provided through videos adapted to mobile phones and an answering system interactive voice (IVR) , targeting at least 150 agriculturalists , including 40% of women. 

To measure the effectiveness of the project, it is essential to lead solid baseline and end – of-project surveys. These investigations will provide information essential on initial conditions, user preferences and impact behavioral aspects of the project’s interventions. The results will guide implementation strategies implementation, will inform adjustments during the pilot phase and shape recommendations for the expansion of the initiative.

In this context, the CIAT (International Centre for Agriculture Tropical ) is looking for a qualified consultant to design and lead these investigations, in ensuring the collection of high- quality data to evaluate outcomes, impact and effectiveness overall project activities and approaches. 

 

  1. Goals 

The consultant will contribute to the successful implementation of the BREFONS project in Djibouti by: 

  1. Establish baseline measurements : Realize a baseline survey to collect data on agricultural practices current, user preferences and initial conditions. 
  1. Track changes in behavior : Track user satisfaction and behavior changes throughout the project using follow -up surveys structured . 
  1. Assess the impact of the project : Realize a final survey to assess efficiency overall and the impact of project activities on beneficiaries targeted. 
  2. Mandate 

The selected consultant will have to : 

  1. Survey design and methodology 

o   Develop tools investigation detailed (questionnaires and interview guides ). 

o   Integrate gender and culturally sensitive issues relevant. 

  1. Data collection 

o   Conduct fieldwork in Tadjourah and Ali Sabieh with at least 150 producers (40% women). 

o   Obtain consent enlightened participants. 

  1. Data analysis and reporting 

o   Analyze collected data and prepare comprehensive reports for baseline, follow-up and end line surveys. 

o   Present results and recommendations in user – friendly formats for project stakeholders. 

  1. Workshops and validation 

o   Participate in workshops to co – create and validate the survey content and results. 

 

  1. Commitment and Availability 

The consultant must demonstrate a full commitment to the effective implementation of the BREFONS project in Djibouti. The consultant must have the necessary resources to successfully complete the survey. The consultant must be available for frequent field trips to the Tadjourah and Ali Sabieh regions and be willing to work closely with various stakeholders. The ability to respond quickly to project requirements and ensure rigorous monitoring of field activities will be essential for the success of this assignment. 

 

  1. Main results expected 

 

  1. Baseline Survey Report (before July 1, 2025) 

o   Results detailed on user preferences and current practices, in English and French. 

  1. Mid- term monitoring report

o   Analysis intermediate user satisfaction and preliminary impacts, in English and French. 

  1. Final investigation report (before April 30, 2026) 

o   Assessment complete results and impact of the project, in English and French. 

  1. Reports of workshops

o   Summaries of validation and feedback sessions, in English and French. 

 

  1. Working Conditions 

 

The consultant will work on behalf of CIAT (International Centre for Agriculture Tropical ) under the direct supervision of the BREFONS Project Coordinator in Djibouti. 

  • Work location: The consultant will be based in Djibouti, with travel frequent on the ground in the regions of Tadjourah and Ali Sabieh. 
  • Equipment The consultant will have to provide your own equipment (laptop , software data analysis, etc.). 
  • Reporting relationships : The consultant will report account directly to the BREFONS Project Coordinator in Djibouti and will collaborate closely with the technical team of CIAT (International Centre for Agriculture Tropical ). 
  • Security conditions : The consultant must respect security protocols in force on the ground and follow the guidelines provided by the project team. 

 

Requirements

 

  1. Consultant Profile and Experience 

The Field Coordinator and Agronomic Specialist will be recruited as an individual consultant. The required profile is as follows: 

  • Diploma

o   Hold a higher education diploma (BAC+5 minimum) in agronomy, agriculture, rural development, social sciences, statistics or any other field deemed equivalent. 

  • General experience

o   Have at least ten (10) years of relevant professional experience in the design and implementation of surveys for development projects, particularly in the agricultural or rural sector. 

  • Specific experiences

o   Have proven experience of at least ten (10) years in carrying out baseline and end line surveys for development projects, particularly those financed by international institutions (e.g. World Bank, AfDB, EU). 

o   To have au202Fexpertise from less than ten (10) years in agricultural or rural development , preferably in arid and semi-arid regions. 

o   Have completed at least three (03) projects involving the collection and analysis of data in rural or agricultural contexts. 

o   Have at least ten (10) years of experience in integrating gender-sensitive and culturally relevant questions into survey tools. 

  • Have solid SKILLS from less than ten (10) years in analysis and reporting, with the ability to present results in a clear and concise manner. 
  • Experience in the host country (Djibouti) or in similar contexts would be an additional asset. 
  • Language skills
  • oral and written English and French is required. 
  • Mastery of local languages (Afar, Somali) are highly desirable. 
  1. Evaluation Criteria  

The consultant’s selection criteria include elements relating to his qualifications, his general and specific experience, the proposed methodological approach, as well as the quality and relevance of the expected deliverables. 

  1. Duration and Forecast Schedule  

The total duration of the service is estimated at 3 months (level of effort) over a period of 12 months (May 1, 2025 – April 30, 2026), with the possibility of extension. 

 

The consultant must provide in his offer a detailed schedule for the execution of his service, taking into account the deadlines.  

 

  1. Composition of the Application File
