Job Description:

The purpose of this position is to provide leadership, risk management and technical support towards the successful operation of the RFSA Food Assistance program that is in compliance with World Vision Disaster Management standards and policies, USAID regulations and other donors standards, with emphasis on quality implementation, monitoring, accountability and reporting of food assistance programming resources into World Vision holistic ministry

 

Major Responsibilities:

 

15%

Support implementation of all project objectives   in collaboration with RFSA Team (Sector) Leaders to ensure timely and high-quality food distributions to project participants/beneficiaries.

 

10%

Support Purpose leaders involved in Food for Work/Asset activities to ensure smooth implementation of these activities and subsequent food distributions to workers in accordance with Global Center WV Disaster Management FFW /Asset guidelines and USAID regulations.

 

15%

Ensure an effective reporting system to produce timely and accurate commodities reports to WV DRC, WVUS, GC WV Disaster Management, Mercy Corps and other partners, including providing oversight of the use of Item Tracking System (ITS) and LMMS program; ensure that ITS and LMMS is installed and fully operational in all RFSA project locations for effective food tracking and inventory accounting and reporting system.

Ensuring timely submission of quality narrative reports as per agreements with WV DRC, GC Disaster Management and Mercy Corps.

Manage RFSA commodities budgets in conjunction with Program Director and Finance Department and ensure spending and expenditures are within budget and adhere to donor requirements, and compliance with internal WV processes and policies.

Ensure close coordination with Mercy Corps on implementation of the food assistance component of RFSA grant, including but not limited to food distribution and pipeline management.

Close coordination with RFSA Commodities Manager, to manage the receipt of commodities as well as they are stored in Tshikapa main warehouse and ensure dispatching to Mercy Corps Final Distribution Points (FDP’s) are smoothly handled and ensure safe storage in the RFSA main warehouse in accordance with USAID, and WV regulations.

Maintain all commodities management and reporting records (backups), preparation and facilitate smooth RFSA commodity USG A-133 audits and internal WV Audits to ensure acceptable audit rating results and be accountable for follow-up implementation of audit recommendations.

Manage risk in conjunction with the Program Director, Team Leader, and Security Manager. Liaise closely with RFSA Program Director and Security Manager to ensure all RFSA Food and Commodities staff are trained and have good understanding of personal and institutional security management standards.

Ensure in conjunction with Mercy Corps Food Assistance Team Leader and DME team, the implementation of HAP or other suitable Complaint and Response Mechanism.

Recruit RFSA food assistance staff as necessary, build capacity and offer supervision.

Qualifications: Education/Knowledge/Technical Skills and Experience:

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Minimum Qualification required: Bachelor’s degree in Materials management, Economic Development, Agriculture, Accounting
  • Experience:  4 yrs./3 yrs. in Manager level
  • Preferred: MBA majoring Accounting
  • Technical Skills & Abilities:
  • Computer skills.
  • Demonstrated ability in supervision
  • Experience in acquiring institutional donor funds
  • Working knowledge of commodity management, emergency procurement services and accounting are added advantage.
  • Good planning and organizational skills
  • Ability to maintain effective working relationships with all levels of staff and donors

 

Working Environment / Conditions:

  • Work environment:  Office-based with frequent travel to the field-based programmes
  • Travel: 40% Domestic/international travel is required.
  • On call: 20%
