OBJECTIVE OF PROGRAMME/PROGRAMME OVERVIEW

1. Support effective planning, implementation, monitoring and reporting of WHO collaborative programmes.
2. Effective application of the results-based managerial framework of WHO through programme development and implementation of WHO’s programme of cooperation with countries in the Region.
3. Support the promotion of technical cooperation between WHO and the ministries of health and other government sectors, UN agencies and external partners and stakeholders.
4. Harmonize and align WHO’s support with government processes and systems.
5. Support the division/country office in the application of various web tools in respect to supporting collaborative programmes, resource mobilization, risk management and communication.

REGIONAL/COUNTRY OFFICE

• Under the guidance of the Regional Director (RD) with overall supervision of Director, Division of Programme Management (DPM) and Coordinator, Programme Development and Operations (PDO), the PMOs Network was established in August 2011 to ensure quality of programme budget (PB) management through better facilitation and coordination of PB-related matters within and across the Regional Office and country offices. This includes programme planning, resource mobilization, monitoring, award management, and budget review. Further, the Network facilitates alignment of WHO workplans with technical programme country support plans. It should also ensure that priorities of the Vision Paper: For the Future 2019-2023 will be carried out as an implementation plan of GPW 13 and that the recommendations of the Programme Committee are complied with.

• The incumbent reports to the technical division Director and or/ Head of WHO Country Office, and under the guidance of the second-line supervisor, will have a close working relationship with the Coordinator, Programme Development and Operations and relevant professional and administrative staff in the Regional Office and Country Offices, to support coordinated approaches to effective programme management and implementation.

• Within the scope of work defined by policy guidelines and programme objectives, and under the guidance of the immediate supervisor, the incumbent works as a member of the team, exercising initiative and professional judgment in carrying out his/her responsibilities.  Within the framework and defined duties of this post, the incumbent develops approaches on programme and administrative matters for the team to follow.  Planning, organizing, monitoring and completion of routine tasks is achieved by the incumbent using his/her own initiative and the available resources, with supervisor direction being sought on policy, sensitive and other critical matters.  Progress is regularly reported to the supervisor as agreed, for work and performance evaluation purposes.

• The aforementioned guidelines include the WHO Country Cooperation Strategy (CCS), General Programme of Work, World Health Assembly, Executive Board and Regional Committee for the Western Pacific resolutions, WHO Policy and Procedures Handbook, Programme Committee Reports, WHO Staff Rules and Regulations, Cluster Notes, Information Notes and Circulars, WPRO Secretaries Handbook and administrative instructions.

Purpose of the position

To work with the Division Director and /or Head of WHO Country Office towards effective planning and management, results-based budgeting, monitoring and evaluation of collaborative programmes, resource mobilization and communication.

SUMMARY OF ASSIGNED DUTIES:

• Provide support to programme planning, country cooperation strategies development, award management, budgeting, monitoring and resource mobilization.
• Contribute to the development and preparation of programmatic approaches in the budget centre in line with the priorities of WPRO’s Vision Paper: For the Future 2019-2023.
• Conduct analysis and dissemination of programmatic information to respond to public health gaps and needs and to document WHO’s role in these areas of work.
• Create monitoring and project evaluation tools using critical programme performance measures necessary to maintain delivery of programme targets and preparation of reports.
• Perform all other duties as assigned.

REQUIRED QUALIFICATIONS

Education

• Essential:  University degree in public health or related field from a recognized university.
• Desirable: Advanced university degree (Masters level or above) in the area of public health or related field.

Experience

• Essential:  A minimum of five years’ experience working with public health programmes providing technical support on programmatic issues.
• Desirable: Experience working in an international organization.

Language

• Written and spoken fluency in English is essential.  Working knowledge of other UN languages is an advantage.

Functional Skills and Knowledge:

• Broad knowledge and analytical skills in aspects of international and national health policy and development.

• Understanding of effective management practices, programme planning and evaluation.
• Familiarity with functioning of government and its institutions, particularly in developing countries.
• Capability to motivate and manage colleagues to engage broader aspects of work as part of a team beyond individual areas of work; and
• Excellent ability to communicate and work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain high standard of personal conduct.
• Proficient in standard MS Office software applications and Presentation skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 79,764 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
