Org. Setting and Reporting
This position is located in the United Nations Interim Administration Mission in Kosovo( UNMIK) in Mitrovica. The incumbent reports to the Chief of the Justice and Corrections Section within the Office of the Rule of Law (OROL).
Responsibilities
Within delegated authority, the Rule of Law Officer will be responsible for the following duties: Contribute to the development and implementation of the programme of OROL’s Justice and Corrections Section, including the overall strategy and policy framework related to the rule of law and provides relevant policy and operational advice to OROL’s senior management on an ongoing basis. Monitor developments in the area of the rule of law, including political developments impacting the functioning of the rule of law systems with a special focus on the north of Kosovo. Serve as a liaison between UNMIK and the Kosovo rule of law authorities and civil society with a special focus on access to justice and integration. Undertake eventual technical consultation with EULEX, in coordination with OROL’s SPolAd, on areas of mutual interest. Report daily and periodically on issues of major concern related to the rule of law in Kosovo and the mission in general. Conduct rule of law policy research and prepare draft legal reports on a variety of issues relating to judicial institutions on rule of law matters in general on the basis of the applicable law, international law and international human rights law. Provide substantive inputs and administrative support for the development and implementation of programmatic activities and other projects of the OROL’s Justice and Corrections Section, taking into consideration the political context in Kosovo. Process requests for the issuance of international wanted notices. Perform other related duties as required.

Education
University degree in law or related area including exposure to international and/or criminal law issues, in combination with other relevant academic qualifications and/or rule of law experience.

Work Experience
A minimum of five years of progressively responsible professional experience on rule of law related areas is required. Experience in a transitional, developmental or post-conflict setting is desirable. Proven experience drafting high-quality documents in English is required. Prior experience interacting with rule of law actors and reporting on issues concerning the functioning of the justice system is desirable. Prior experience working in UN field missions, especially in peacekeeping operations, is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required.
