Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

The Division of Technical and Scientific Services ensures the provision of state-of-the-art equipment and related expertise for the accomplishment of the Department of Safeguards activities. Within this mandate, the Division is responsible for procurement, testing, provision, inventory control, performance monitoring and maintenance of safeguards equipment and supplies required by SGO Divisions; management of equipment development and engineering activities to meet quality and safeguards requirements; development and provision of documentation, procedures, instrumentation methods and techniques; provision of specialized technical and scientific support to inspectors and inspection activities in the field and at headquarters; and, radiation contamination monitoring of returned equipment and timely write-off of obsolete or contaminated equipment. The Division also coordinates departmental health and safety activities.

Main Purpose

Under guidance of the Team Leader and direction by the Equipment Performance Monitoring Engineer, the SG Equipment Performance Monitoring Technician monitors, collects, processes, records, quality controls and analyses SG equipment performance data. He/she drafts equipment performance reports using the results of the incident analysis. He/she assists professional staff in the management and development of tools and methods used for equipment performance monitoring, reliability assessment and reporting. Under the coordination of the Associate SG Asset Management Officer, the incumbent contributes to SG asset information management and inventory control activities.

Functions / Key Results Expected

  • Assist in identifying safeguards equipment/systems subject to performance monitoring. Regularly monitor and updates the ticketing system in place for reporting and recording equipment failures and malfunctions.
  • Collect additional information on equipment performance from all available sources including technical travel reports, , and communications with technicians and inspectors to ensure completeness of information.
  • Analyse and categorize performance data and identify incidents at system and component level.
  • Upon request provide SGTS technical staff and inspectors with ad hoc performance reports and equipment statistics for supporting their decision making.
  • Liaise with SGTS technical sections on equipment performance and asset information issues. Attend relevant meetings for collecting performance and inventory data as well as discussing and providing equipment performance status and other technical information to professionals and technicians as requested.
  • Contribute the required figures to periodical equipment performance and inventory reports for management of SGTS and Divisions of Operations, as appropriate.
  • Draft, review, provide input and corrections to reports containing asset information management and equipment performance such as the Safeguards Implementation Report or Annual Report.
  • Collaborate with the SG Asset Management Office for ensuring the receipt, verification and retirement of SG assets, as well as adjustment of asset records are performed in compliance with the Agency’s Administrative Manual, International Public Sector Accounting Standards (IPSAS) and with applicable internal SG procedures and are correctly reflected in the Safeguards asset register.

Qualifications, Experience and Language skills

  • Completed secondary education. Post secondary studies in electronic system engineering, reliability engineering or related field is an asset.
  • Minimum of six years of relevant working experience in equipment reliability analysis, maintenance and/or performance monitoring.
  • Experience in designing advanced queries, forms and reports in MS Access environment.
  • Experience in statistical analysis is an asset.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
  • Administrative skills test to IAEA standard may be part of the process.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 61171 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks’ annual vacation, pension plan and health insurance.
