The position is to be filled as soon as possible, with an initial contract duration of six months. There are very good prospects for an extension. Employment location will be Kharkiv, Ukraine.
Your responsibilities
The Safety and Security Officer reports to the Area Manager and the Humanitarian Access, Safety and Security Manager (Security Advisor), supporting them with safety, security, and liaison tasks necessary for the safe and successful implementation of JERU activities. The job holder will be based in Kharkiv, primarily supporting activities in eastern Ukraine (Ukraine-controlled territories), and must be able and willing to travel to all JERU current and planned operational locations in the country as required.
Location of job: All oblasts of Ukraine (under Ukrainian control), primarily Kharkiv, Sumy, Poltava, Zaporizhia, Kyiv, Mykolaiv, Kherson, Donetsk. Main base: Kharkiv.
Tasks:
- Support the security management of JERU operations across the country with a focus on East Ukraine, and follow up on the implementation of policies, procedures and recommendations;
- Track staff movement and support the movement planning and approval process;
- Support the security analysis and assessment of assigned areas, routes, and premises, and provide relevant recommendations;
- Interpret between English and Ukrainian during meetings with authorities, partners and other stakeholders;
- Enhance JERU’s links with partners, local sources, local authorities and other relevant stakeholders, for the purpose of information exchange, obtaining local movement permissions, providing security management support, etc.;
- Under the guidance of the Security Advisor, provide support to JERU partners in operationalising their security management priorities, such as training and security assessment;
- Collect and share information, including from field level sources, relevant to security assessments and planning, in a timely and accurate manner. Alert the Security Advisor in case of new developments or concerns; provide written reports as required;
- Ensure regular security liaison and communication about operational matters with JERU partners;
- Support the planning for and procurement of safety and security goods and services;
- Support the maintenance of safety and security of premises and equipment, including via regular checks and testing;
- Provide updates and analysis on humanitarian access matters;
- Support the planning and provision of trainings and briefings for JERU staff with a focus on drivers and field project personnel;
- Support the Security Advisor in conducting safety and security drills;
- Support emergency response and incident management, including if the emergency occurs outside of ordinary working hours;
- Any other tasks required by the line or technical managers.
Your profile
Required qualifications and competencies:
- At least 3 years of experience in security or operations management, at least one of which with a specific focus on security. Preferred: at least one year of INGO security experience.
- At minimum, completed secondary education. Preferred: college/university education.
- Experience working in a humanitarian or civil society organization;
- Demonstrable experience working in high-risk locations;
- Fluency in English, verbal and written, able to interpret (Note: this will be tested during the interview). Fluency in a local language;
- Demonstrable experience in interpretation between English and one of the local languages;
- Ability to travel in the operational area;
- Respectful team player with solid problem-solving skills;
- Good computer skills (MS Office, social media, Google Maps);
- Driving license (category B).
Desirable competencies:
- Understanding of the humanitarian principles;
- Emergency first aid and/or trauma response certification;
- Knowledge and understanding of the country’s government structure and system.
