Who are we?

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmers include protection, livelihood, food and NFI distribution, water and sanitation, and advocacy amongst others. DRC Yemen has been providing relief and development services in Yemen since 2008. DRC has mainly focused on refugees and migrants displaced by conflict and natural disasters.

DRC, through its specialized business unit, Danish Demining Group (DDG) aims to recreate a safe environment where people can live without the threat of landmines, unexploded ordinances and small arms and light weapons”. These goals can be effectively advanced through cooperation and joint action with other organization as well as with integration of operations and programs with its sister organization, DRC.

About the Job:

Overall

As a Safety and Liaison Assistant, you will play a pivotal role in facilitating the smooth operation of the Danish Refugee Council’s (DRC) initiatives by navigating the regulatory landscape, enhancing communication with government entities, and fostering collaborations that amplify our humanitarian impact. In addition, to monitor the overall safety situation, track staff movement, ensure safety regulations are applied at all levels.

Responsibilities:

  • Regulatory Compliance: Secure all necessary permits and clearances required under Yemeni law to authorize and facilitate the organization’s operations at the base.
  • Government Correspondence: Draft official communications to governmental bodies in Arabic/ English, ensuring meticulous management of a reference number tracking system for all outgoing communications.
  • Regulatory Monitoring: Stay abreast of the latest directives and regulations issued by the Yemeni government, OCHA, MOPIC that could affect base operations. Promptly report significant changes to your line manager/ technical manager
  • Information Gathering: Support the collection of data, information, and documents pertinent to specific activities. Collaborate with relevant departments to ensure the timely completion of all government-required paperwork.
  • Event Coordination: Provide logistical support in organizing meetings and consultation workshops with governmental counterparts, as part of project initiatives.
  • Stakeholder Engagement: Actively participate in regular meetings with key stakeholders including the Executive Unit, Ministry of Planning and International Cooperation (MOPIC), local government offices, district managers, west coast office of organization Affairs (WCOAO) and other relevant authorities to facilitate coordinated efforts. Maintain relationships with other INGOs operating within the region to enhance synergies.
  • Clearance Acquisition: Assist in obtaining necessary movement and program implementation clearances from local authorities at the governorate level.
  • Community and NGO Liaison: Facilitate effective planning and coordination of base activities by liaising with government authorities, community groups, and non-governmental organizations.
  • Community and INGO Liaison: Enhance planning and coordination of base activities by liaising with government authorities, community groups, and NGOs.
  • Assist in Safety Compliance Monitoring: Support the development and implementation of safety protocols and emergency response procedures. Help monitor compliance with local and international safety regulations under the guidance of the safety officer.
  • Participate in Risk Assessment Activities: Assist in conducting regular safety audits and risk assessments to identify potential hazards. Support the safety officer in maintaining documentation and reporting findings.
  • Support Safety Training Initiatives: Help organize safety training sessions and drills for staff. Assisting STL when conducting safety training and also facilitating HEIST training with them.
  • Safety Updates Assist the BM/ STL to update safety measures and crisis management plans. Assist in communicating changes and updates to relevant stakeholders within the organization.
  • Carry out building, guards and vehicles check as assigned by BM, SO and STL.

About you

To be successful in this role you must have:

Experience and technical competencies:

  • Proven experience in safety and liaison roles or similar positions within a humanitarian context.
  • Fluency in Arabic and English.
  • Strong organizational and communication skills.
  • Demonstrated ability to work effectively in a fast-paced environment.
  • Knowledge of the operational environment in Yemen.

We offer

DRC will offer the successful applicant a contract until December 2024, renewable dependent on both funding and performance. You must be available to start work as soon as possible, and be willing and able to work in Mocha.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment. This position will be placed at Band (I Non – Manager) and will be reporting to Base Manager.
