Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.
DRC has been operating in Ukraine since 2014, currently DRC employs over 600 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.
Overall purpose of the role:
Safety Officer position will be based in Kherson and will provide technical support to the safety team, prepare incident reports across Kherson city and region, will support and responsible for Kherson field office. Safety Officer will work in close cooperation with Safety Team Leader in South Area Office based in Mykolaiv to ensure all incidents and accidents are followed up with an official written report.
Main Responsibilities:
- Monitor the operating environment in the region, identify new threats, recommend possible responses.
- To be responsible for supporting program teams on all DRC safety policies, procedure and planning standards, will support emergency response teams in responding to emerging humanitarian crises, support teams in field trips.
- Provide technical support of all DRC safety equipment/communication equipment based in Kherson office. Regularly review and update security department documentation.
- To be responsible for providing accurate, timely, and proactive advice on context updates, contextual analysis of the region, implement humanitarian access strategies in Kherson region.
- Provide technical support to the safety team in the office, ability to maintain and support all normal working process and safety documentation for DRC Kherson field office. Responsible for providing accurate, timely, and proactive advice on context updates and access in Kherson region
- Close coordination with Safety Team Leader, Area Manager, Fleet officer, program staff and drivers to ensure proper and timely field trips for teams. Ensure all DRC staff received a safety briefing upon arrival and are included in area safety systems. Develop and implement humanitarian access strategies in South Area, develop ongoing relations with appropriate local authorities and other partner INGOs/ local NGOs in Kherson city.
- Lead the adaption and implementation of contextualized risk management policy, protocols, and procedures in close collaboration with the Safety TL and Area Manager.
- Facilitate program access and continuity through the provision of timely, quality, and informed advice.
- Maintain relevant safety documentation, data, and records (staff presence lists, training register, incident tracking, maps, etc.)
- Produce weekly and quarterly security analysis/reports (including ad hoc daily updates, weekly summaries, and monthly trend analysis) where requested. Support area-based safety staff in contributing to the analysis.
- Maintain and comply with all DRC safety standards. Be able to take lead and follow up on actions to be taken to ensure compliance with DRC safety and security standards.
- Responsible for the timely and accurate maintenance of all security related documentation, procurement, mapping, database updates.
- Provide technical support to the security team in the DRC South Area office.
- Maintain the capacity and conduct all normal workflow for the DRC South Area office.
- To be responsible for procurement of all necessary equipment for the security department, premises and other security related resources.

Education: (include certificates, licenses etc.)
High education. Master degree in relevant subject preferred but not required
Required experience and competencies:
- Minimum 3 years of experience as safety/security staff for NGO in a high-risk/conflict zone
- Proven experience in context/security analysis and advising humanitarian personnel
- Proven experience in incident/crisis management
- Excellent relationship-building, interpersonal skills and ability to represent DRC
- Middle level of English skills
We offer:
Contract length: 3 month renewable after satisfactory probation period.

Designation of Duty Station: Kherson – Full time based
