Background
The Global Salary Unit is one of four Units within the Global Finance section at Norwegian Refugee Council’s Head Office in Oslo. Staff are a crucial resource to our operations, with salaries representing about 40% of NRC’s total costs. The Global Salary Unit is responsible for the payroll for about 330 Head Office staff, 600 international staff located in regional, country, and representative offices, and 400 NORCAP roster staff on short-term international deployments. The handling of these payrolls is complex due to various salary compensation packages and strict compliance requirements including tax and social security reporting. Payrolls are processed within the ERP system Unit4, with data integrated from an Oracle HRM system. Salaries for national staff are handled by the respective Country Operation.
The Salary Specialist Adviser reports to the Global Salary Manager and works closely with the other members of the unit to ensure payrolls are handled correctly, efficiently and on time.
The Global Finance (GF) section is responsible for the development and operationalization of the Centre of Excellence for Financial Management and processes in NRC and as such ensures that NRC delivers high quality, effective and accountable financial management in line with policies, strategies, donor requirements, national legislation, systems, handbooks and guidelines.
Responsibilities
The Salary Specialist Adviser will ensure correct and timely processing of the allocated portfolio by;
- Ensuring that payroll payments are made to correct staff and corresponding bank accounts and that all regulations regarding bank payments are upheld
- Ensuring that tax and pension reports, and their corresponding invoicing, are reconciled and processed on time and according to laws and regulations.
- Reconciling relevant balance accounts within area of responsibility
- Following up on salary, tax and pension enquiries from staff and colleagues
- Proactively maintaining accurate and up to date knowledge of NRC’s salary and compensation packages for the different staff groups
- Maintaining accurate and up to date knowledge of the different legislative and regulatory requirements relating to salaries, allowances, tax, social security and pension.
- Proactively maintaining and updating the payroll system and processes efficiency to meet future needs
- Any other tasks as requested by the line manager
