Key Responsibilities:
Major Responsibility
- Review submitted PR, MOU, Construction design, TORs, BOQ, Specifications and other related documents to ensure Ethiopia’s construction standards are met in the minimum and ensure cost appropriateness, and recommend improvements and as necessary prepare design and technical TOR documents with specification.
- Prepare prequalification documents and invite contractors and take part in the technical committee to be assigned for the evaluation to have prequalified contractors for the fiscal year.
- Prepare Bid documents for each project, invite and distribute bid documents for short listed contractors for financial offer, evaluate the bid documents opened by the Procurement committee and submit evaluation result and proposal to the Procurement committee.
- Issue letter of award for the winner approved by Program Hub lead, and prepare construction contract agreement and submit to the WVE Legal unit with all relevant documents and close follow up for contract signing from WVE and Contractor on the ground and report the outcome of the analysis to make decisions.
- Share the contract documents and contact address of the contractor to APs, work closely with APs, PCOs, WASH and other departments to develop a timetable and start and end date for each performance component.
- Prepare and implement the design of templates for stage approvals, Project progress report, payment request Payment certificates, provisional and Final acceptance and other relevant standard formats to ensure the monitoring of the contractor’s progress and performance is going as per the contract agreement.
- Provide regular and secluded analysis of project progress report against the program and an explanation of the causes of any delays supported with progress photos.
- Make regular follow ups on all construction works undertaken by the project, ensure interim and final payments are approved and effected at particular milestones and confirm payments are prepared based on the value of work that has been completed
- Conduct site visit before any final payment approval and contract termination and also for selected projects based on the sensitivity, technical and contractual requirements and submit site visit report with recommendations
- Close follow up all contractual issue of the project in terms of Bond validity, Contract time, variation orders Vs budget allocated, Project progress report, test result for critical activities and material such as Concrete, Hollow concrete block works, Reinforcement bars and other finishing materials and the like.
- Follow up screening of all prequalified contractors on BPS (BLOCK PARTY ECREENING). at the beginning of every fiscal year. In addition, make sure that it is included in the contract document as per checklist for minute’s approvers.
- Follow up and secure getting confirmation for performance and advance guarantee bonds genuinety from issuing banks before conducting any payment.
- Executed additional assignments as appropriate as directed by Supply Chain Manager–Construction Management.
Required Education, training, license, registration, and certification
- BSc Degree in Civil Engineering/Constriction Technology
Required Professional Experience
- At least 5 years’ experience in contract administration of Building /Water supply and other related projects
- Must be conversant with construction industry practices, procedures and progress reporting skills and systems
- Have ability to manage contractors and associated problems,
- Fair command of oral and written English is a must
Travel and/or Work Requirement
- Work environment: 80% Office-based and 20% travel required
