Under the overall guidance of the Director of the Science and Innovation (D/SI) and the direct supervision of the Head of the Atmospheric Environmental Research Division (H/AER), the incumbent will perform the following duties:

(a) Provide overall programmatic support to key Global Atmosphere Watch Programme (GAW) science activities, in particular with respect to the programme infrastructure: quality assurance and compliance to WIGOS standards, data management and network design and evolution;

(b) Work closely with the GAW contributing networks to ensure their integration in the GAW Station Information System (GAWSIS) and the Observing Systems Capability Analysis and Review (OSCAR)/Surface, targeting the development and use of appropriate data exchange formats and harmonization of the GAW data and metadata standards with WIGOS;

(c) Liaise and coordinate with the Bureau International des Poids et Mesures (BIPM) monitoring the recommendations from the Metrology for Climate Action Workshop (2022);

(d) GAW station network and Central Facilities management;

(e) Support and coordinate WMO initiatives, projects and training programmes related to capacity development relevant to atmospheric composition observing networks under GAW and their compliance to WIGOS standards;

(f) SI focal point for the implementation of procurement requirements following the procurement plan and activity tool;

(g) Represent the GAW (and when appropriate the SI Department) in national and international meetings, as required;

(h) Liaise and coordinate with the Commission for Observation, Infrastructures and Information Systems (INFCOM), in particular the work of the Standing Committee on Measurements, Instrumentation and Traceability (SC-MINT) and the Standing Committee on Earth Observing Systems and Monitoring Networks (SC-ON);

(i) Carry out other relevant duties as required.

QUALIFICATIONS
Education
Master’s degree or equivalent in Earth System Science, Chemistry, Physics, or a closely related field. A Ph.D. would be an advantage.
Experience
A minimum of five years of combined national and international progressively responsible experience in atmospheric composition observations and measurement technology and practices, calibration practices, data quality, data formats, and data/products utilization, of which two years contributing to GAW Programme management.
Other requirements
– Excellent knowledge in the field of instrumentation, methods of measurements and establishment and management of observing stations for a variety of applications.

– Ability to resolve challenges related to observing/measurement technologies and their implementation.

– Demonstrated experience in drafting, reviewing, and publishing technical/scientific reports and documents as well as in organizing international scientific/technical meetings and conferences.

– Experience with traceability of measurements and with a quality management system, in particular ISO 17025.

– Excellent knowledge of Microsoft Office applications.

– Maturity of judgment, good analytical skills, and sense of responsibility.

– Ability to work in a multicultural environment and to foster diversity and team spirit.

– Understanding of the United Nations, including WMO programmes and activities and international organization processes would be an advantage.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)

Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.

SALARY AND ALLOWANCES
Annual net base salary on initial appointment is: US$ 64121
Annual post adjustment on initial salary is: US$ 55080 (in addition to the net base salary)
