The consultancy is intended to provide technical and logistical support to the Secretariat for Strategic Planning on how to accelerate the localization of the SDGs through the reporting by cities, regions and local governments on the implementation of the SDGs through VLRs as to acquire better understanding of the capacity gaps in collection and data management for SDGs reporting.
The aim of the work is to build the capacities of local government officials in localizing the SDGs and in monitoring and reporting their progress by supporting the VLR process, including its linkages to the VNR process.

Duties and Responsibilities
In supporting the preparation of VLRs by cities, regions and local governments in Honduras, the consultant will provide specific services as follows:
• Prepare an inception report including: 1) An introductory state of play on SDG localization in the participating localities; an overview of existing data and gaps; and an initial mapping of relevant institutional coordination mechanisms for implementation of the SDGs and local development plans in each of the participating local governments; and 2) a detailed work plan for the conduct of the reviews by local authorities identified the Secretariat for Strategic Planning and the Association of Municipalities of Honduras (AMHON), taking into account DESA Global Guiding Elements for Voluntary Local Reviews and ECLAC’s Guía para la elaboración de Informes Locales Voluntarios].
• Provide substantive and logistical support for a national workshop on the development of VLRs;
• Support preparatory activities of the selected local authorities, including guidance on the application of the methodology and implementation of the work plan;
• Provide participating local governments with substantive supporting inputs to the VLR process, such as support for mapping of data sources, institutional arrangements, relevant stakeholders and efforts to leave no one behind;
• Liaise between the Secretariat for Strategic Planning and the Association of Municipalities of Honduras (AMHON), UNDESA, UN Resident Coordinator’s Office, ECLAC and participating local governments, including in relation to how the VLRs can contribute to the planned 2024 VNR of Honduras.
Qualifications/special skills
Advanced university degree in development policy, economics, social sciences or a related field. A first-level university degree in combination with 2 years of qualifying experience may be accepted in lieu of the advanced university degree.
Fluency in Spanish is a requirement; working knowledge of English is required.
The consultant must be of Honduran nationality or hold a legal residency in Honduras.
At least 5 years of relevant professional experience in national development planning, local development research, sustainable development and localization analysis, data visualization, principles of effective governance for sustainable development, and training of LGAs on sustainable development.
Knowledge of the development challenges facing Honduras and of the most relevant actors desirable.
Familiarity with Voluntary National Reviews and Voluntary Local Reviews processes and the Sustainable Development Goals.
Previous experience with the United Nations and/or its agencies, funds and programmes is desirable.
Demonstrated commitment and professionalism, strong analytical and communication skills and ability for teamwork.
Languages
Excellent oral and writing command of Spanish and English.
