Job Summary

The International Monetary Fund (IMF) is looking to hire an experienced Procurement Professional to lead the Procurement Section in the capacity of Section Chief of the Procurement Section of the Corporate Services and Facilities Department. This position is based in the IMF headquarters located in Washington, DC.

Under the general supervision of the Division Chief (DC) and Deputy Division Chief (DDC) of the General Services Division (DG) of CSF, the Section Chief shall be responsible for the provision of strategic leadership of the procurement process, supervision and administration of assigned areas including staff development and training, succession planning, prioritizing, and assigning work.

II. Main Duties and Responsibilities

Provide strategic leadership and mentoring of the procurement professionals and ensuring timely delivery of operational direction and performance feedback.

The Section Chief shall enable the effective and efficient performance of the Procurement Section by setting the tone for collaborative integration with other Fund Departments thereby enabling early procurement involvement to facilitate planning and portfolio management.

The Section Chief shall play a substantive role in the planning and implementation of policies, determining priorities, establishing objectives, and directing and managing the work of the Section including responsibility for the following:

• Strategic Sourcing: Providing leadership and direct oversight and guidance on strategic projects. Activities include supply market analysis, business requirements evaluation, strategy development, RFP development, competitive bidding via RFPs, RFQs, IFBs and E-Auctions, negotiation strategy, and award recommendation and contracting decisions.
• Supplier Performance Management. Support the Project Managers in the monitoring of vendor performance including compliance to service metrics, cost savings targets, residual risk, and the timely identification and management of disputes.

• Stakeholder Relationship Building. Develop strong working relationships with key stakeholders throughout the Fund thereby enabling early procurement involvement. Early involvement will facilitate timely guidance to the Project Managers in the creation of Statement of Work and determining the optimal solicitation and sourcing strategy.

Additionally, the Section Chief shall undertake the following duties and responsibilities:

• Exercises initiative in expanding and developing the role of Procurement, leading its evolution from service provider to trusted advisor.
• Creates and maintains documentation on service standards, processes and workflow to ensure efficient and repeatable results. Reviews requests and assist in the development of the sourcing strategy for business critical services.
• Actively engages with outside organizations and public and private sector entities in a cooperative dialogue to ensure a productive exchange and sharing of best practices in the formulation and delivery of Procurement services.
• Manages the allocation of work assignment to enable fair and transparent distribution of work for effective and efficient execution of tasks related to the planning and delivery of procurement services.
• Provide leadership and mentorship of staff and ensuring timely delivery of operational direction and performance feedback.
• Provide guidance and oversight on the efficient use of the technology and systems for operational efficiency while ensuring alignment with the policy, procedures and processes.

Minimum Qualifications

For Grade A13, educational development, typically acquired through the completion of an advanced university degree in business administration, law, materials management, logistics/distribution management, procurement/contract management, or a related field, plus a minimum of eight years of relevant professional experience; or a bachelor’s degree, supplemented by a minimum of fourteen years of relevant professional work experience, is required.

Work Experience

Experience in procurement, contract management, contract administration or logistics and supply chain management administration is required including work experience in Category Management, Commodity Procurement, and Supplier Performance Management. Additionally, technical expertise and competences are required in the following areas:

• Prior experience with PeopleSoft, Coupa, Nexus, databases, SharePoint, or other similar document management system would be a distinct advantage.

• Proven experience in providing advice to officials and senior managers on all procurement matters.

• Interpersonal skills that create openness and trust among colleagues and clients. Collaborative orientation that focuses on building effective partnership with clients.

• Facilitation and conflict management skills that enable effective working relationships and efficient interactions by work groups or teams.

• Aptitude to communicate succinctly and develop communication strategies across multiple stakeholder groups.

• Prior experience in managing and leading large RFPs for a large number of categories and commodity groups; experience with large facilities renovation project would be a plus.

• Prior experience in third party risk management would be a plus.

For this position, fluency in English language is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
