1. POST CONTEXT
Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Strategic Development and Preparation (SDP) Directorate is responsible for the development, review and maintenance of Strategic Planning, Advanced Planning and Crisis Planning products for ACO; contributes to the development of strategic policy and concepts for ACO; preparation of the NATO Command Structure (NCS) and declared forces for current and future operations across the full spectrum of mission areas; developing Education, Training, Exercise and Evaluation (ETEE) direction and guidance in line with strategic policy; ensuring that forces are prepared in accordance with evaluation criteria; oversees and executes the ACO Lessons Learned (LL) process.
The Strategic Development of Forces Division (SDF) will coordinate and assure the synchronization and cohesion of all issues related to the development, generation and readiness of NATO forces and force capabilities. SDF will be responsible for generating forces and reporting force readiness, coordinating ACO’s contribution to NATO Defence Planning Process, identifying capability gaps and force operational requirements for desired effects, and providing expertise for concepts, policies, and force standards that facilitate the development of comprehensive, interoperable, and prepared forces through Baseline Activities and Current Operations, Crises and/or Maximum Level of Effort.
The Command and Control Systems Operational User and Support Branch (C2SOUS) will develop, identify, manage and coordinate operational requirements and interoperability aspects of C2 systems.
The Requirements Coordination Section (COO) will coordinate operational requirements on C2 systems and synchronize/assure coherence with related policies, doctrines and directives.
This post contributes to Air C2 within the Command and Control Operational Requirements Coordination (C2ORC) Section. It shall assure expertise on C2 structures and organisations with respect to the development/update of related concepts, policies and doctrines for the employment of NATO Forces and will support participation in the respective governance structures and conduct configuration management of C2 systems and radars.
This post contributes to the C2ORC Section by coordinating the operational requirements for expansion of the IAMD capability under NATO 2030, monitoring implementation of these requirements and supporting operational acceptance of the delivered solutions.
The incumbent’s duties are:
1) Representing ACO operational users within the programme management team at a day-to-day user viewpoint within the programme in order to support the Engineering Team, the Integration & Test Team, and the implementation projects at NCI-Agency The Hague. 2) Contributing to the development of all aspects of DOTMLPFI. 3) Coordinating the operational requirements for an IAMD capability. 4) Working with SHAPE PLANS SDF COR COO to develop operational requirements and new Operational Requirement Statements (ORS) for capability enhancements to existing systems with focus on IAMD expansion. 5) Contributing to the Operational Acceptance (OA) Process with respect to OA events and trials for the operational testing and declaration of IAMD deliverables. 6) Monitoring that solutions will meet those needs within the constraints of the business case in terms of quality, functionality and ease of use, including User Experience from AIRCOM, DACCC, CAOCs, ARS. 7) Confirming the fulfilment of Key Operational Requirements and the suitability of the delivered system. 8) Reviewing and validating the Operational Acceptance Criteria (OAC) developed at CRB, CPP and Project Proposal stages and confirm that the OAC reflect the Operational Requirements from the ORS. 9) Confirming the fulfilment of Key Operational Requirements and the suitability of the delivered system. 10) Reviewing and validating the Operational Acceptance Criteria (OAC) developed at CRB, CPP and Project Proposal stages and confirm that the OAC reflect the Operational Requirements from the ORS. 11) Contributing to Host Nations OA planning/strategy for projects implementation to clearly identify OA requirements and capability delivery expectations. Participating in testing strategy development. 12) Leading coordination and validation of the OA Plan developed by the HN. Validate PP developed criteria for operational acceptance aligned with the capability’s operational requirements. 13) Coordinating and validating the HN developed Performance Parameters/Attributes (key performance parameters [KPP], key system attributes [KSA] with minimum threshold/objective values as part of the Project implementation. 14) Participating in the Operational Acceptance and Benefit Realisation Working Group. 15) Preparing briefs for Operational Acceptance and Benefit Realisation Working Group /ORRB and OA decisions. 16) Preparing the operational acceptance report or capability declaration memorandum for the Senior Requirement Owner (SRO). 17) Confirming there are no unmitigated implementation issues, or remaining unmitigated issues are low risk, at the OA/IOC/FOC decision point.

The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours. The incumbent supports and is supported by requirements management and performance monitoring staff at HQ AIRCOM, CAOCs and DACCC. The work is normally performed in a Normal NATO office working environment. Normal Working Conditions apply. The risk of injury is categorised as: No risk / risk might increase when deployed.

1) Wide knowledge in the NATO Air Command & Control (C2), Ballistic Missile Defence (BMD) concepts and organisation, with a significant experience working for NATO in NCS/NFS related positions.
2) Extensive knowledge of the doctrine and the major documents related to the Air Policing (AP), the Ballistic/Theater Missile Defence (BMD/TMD) and the integrated Air Missile Defence (IAMD)
3) Good understanding of the Operational Requirements developments, approval and management as well as the operational Acceptance framework.
4) Good knowledge of the Common Funded Capability Delivery Governance Model and the Acquisition Process in NATO.
English SPL 3333 (Listening, Speaking, Reading and Writing)
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
1) Noteworthy practices in the development, the testing and he evaluation of the new Air C2 systems with a noticeable experience in the development and acquisition of new equipment/system with contractors.
2) Comprehensive understanding of the NCS, NFS and NATO Agencies organisation.
3) High level of organisation, coordination and communication skills with a sufficient level of self-sufficiency.

Has a flexible mind, and has the ability to grasp complex areas of IAMD DOTMLPFI development rapidly and accurately. Is exhibiting sound practical judgment and has the ability to contribute to and work in multi- disciplinary teams. Personal skills should maintain good health, maturity, poise, tact, inter-personal sensitivity, very good communication skills. Considerable professional judgement is required to make determinations of appropriate courses of action, within the triangle of NCI-Agency, ACO and ACT.

• Contribution To Objectives: This posts directly contributes to the agile development of future IAMD deliverables. The incumbent works at direct coordination between Engineers, Operators, Technicians and capability developers in order to achieve the new IAMD capability timely, getting the best user benefit whilst assuring that NCI-Agency will not deviate from user requirements throughout the implementation process.The incumbent needs to have strong written and oral communication and analytical skills. CONTRACT
The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
Applicants who prove to be competent for the post but who are not successful in this competition may be offered an appointment in another post of a similar nature, which might become vacant in the near future, albeit at the same or lower grade, provided they meet the necessary requirements.
