JOB DETAIL

Overall Objective

The main objective of this role is to coordinate with the NPA Security Manager, NPA NES management and NPA Raqqa and Erbil Security Focal Points to maintain a resilient security setup for NPA NES while ensuring quality. SC will also facilitate communication and coordination between the NPA and all relevant government departments and security forces at the NES level.

Key Functions:

Safety and Security Risk Management

  • Under the technical supervision of the CSM, act proactively on rectification and upgrading of the security management systems in place to ensure maximum compliance with core NPA global security policies and procedures.
  • Under the guidance of the CSM, develop quality Security Risk Assessment and analysis of safety and security operating context in Northern Syria
  • Compile and submit regular reports that track incidents and trends in humanitarian access and local security contexts within the NPA’s area of operation and provides clear recommendations based on those.
  • Submit daily contextual updates as needed to the SMT and relevant field and program management staff and lead the weekly security updates for all staff, updating minutes and following up on tasks identified therein.
  • Ensure security alerts, advisories and reports are shared promptly with all NPA staff and partner SFPs.
  • Ensure that Standard Operating Procedures (SOPs)and Contingency Plans are updated, mainstreamed and operational throughout the programme.
  • Contribute to the development of the programme’s Crisis Management Procedure and its annexes that respond to different emergency scenarios.
  • Conduct a regular MOSS audit and ensure close follow-up on rectifications, upgrades, and the overall maintenance of the security management systems.
  • Conduct regular field visits to assess the safety and security situations in the field locations and to suggest mitigations and contingencies to NPA staff and partners.
  • Provide cross-border support by coordinating with the SFP in Erbil and streamlining organisational security policies and procedures under the guidance of the CSM.
  • With the support of the program team, contribute to local-level conflict sensitivity analysis and macro- level analysis of trends within the Syrian conflict.
  • Conduct periodic security drills including but not limited to Fire Drills, hibernation, Emergency Relocation and Evacuation and Crisis Management Exercises.
  • Follow up on emergency alerts, threat alerts, relocation/evacuation, hibernation needs, etc.
  • Conduct security risk assessments, road assessments, and setting up of new operational sites.
  • Ensure all communication equipment, CCTVs, biometric locks, trackers, and other devices are functional and accounted for.
  • Ensure all first aid equipment, hibernation supplies, and other safety and security-related items are up to date, rectified, and replenished in case they are utilized.
  • Maintain a high level of preparedness vis-a-vis predicted contextual fluctuations operationally and programmatically.
  • Ensure the programme’s security page on SharePoint is updated and accessible to all staff.
  • Translate and disseminate security documentation wherever needed.
  • Support in capacity building of the staff to ensure full compliance with training requirements.
  • Covering for CSM and representing NPA in external meetings with INSO and other relevant stakeholders
  • Travel to NPA bases on a regular basis.
  • Any other duty assigned by the CSM within the scope of the role.
  • Support on engagement, access, and coordination with local authorities, including HAO, AANES, SDF and other security authorities.

Networking and Liaison:

  • Maintaining a network of NPA partner’s security focal points as well as external professional contacts and counterparts
  • Establish and maintain relationships with government offices to ensure smoother border crossings, access to areas of operations and updated registration.
  • Serve as the main focal point between NPA HAO and other relevant authorities.
  • Engage with local administration at the district level to address challenges NPA and partners face.

Required qualifications:

Education

  • Must have a bachelor’s degree.

Experience Must have:

  • Minimum three-five years relevant experience as SecurityLiaison or similar duties in Northern Syria.
  • Written & verbal proficiency in English, Arabic and Kurdish.
  • Very good references

Desirable:

  • Experience in Security and Crisis Management
  • Experience in working with International NGOs
  • Experience in working with various government authorities.

  • Able to work effectively under pressure and adapt to difficult conditions.
  • Willingness and ability to travel within inside the country on short notice.
