The Security Coordination Officer is under the overall supervision of the Chief of the Strategic Planning Service.
The role of the Strategic Planning Service includes, among others, supporting senior leadership on the strategic direction, planning and coordination of the Department’s strategic goals and initiatives, including on gender and inclusion, providing strategic advice on the Department’s reform initiatives, leading the implementation of the Department’s risk management framework, developing and disseminating strategic foresight services, managing the Department’s strategic communications, monitoring the implementation of and compliance withs security policy, managing all evaluations and lessons learned activities, and liaising with United Nations oversight bodies. The focus of this post is the monitoring and evaluation of programmes, operations and other activities in an assigned functional area

Responsibilities

Within delegated authority, the incumbent will be responsible for the following:
• Participate in the development of compliance policy, procedures and guidelines impacting on the safety and security of UN personnel.
• Coordinate the conduct of compliance inspections ensuring that the conduct of compliance inspections is organized according to the plan.
• Lead the return visits to countries to ensure that the identified shortcomings have been corrected.
• Research and maintain up-to-date knowledge of events relating to security issues and potential impact on security policy, compliance, evaluation and oversight issues.
• Provide substantive support to the Department’s leadership on evaluation, monitoring and compliance matters in enhancing consistency with existing security policy framework.
• Prepare and analyse information for reports and documents required for evaluation, and coordinate with United Nations oversight bodies. • Provide substantial support on evaluation and compliance issues, as needed, to the Secretariat of the Inter-Agency Security Management Network (IASMN) and the IASMN as needed.
• Prepare briefing notes, talking points and reports of meetings related to evaluation and oversight issues.
• Undertake managerial activities, including oversight of workplan and performance of programme officers, support to budget and recruitment and other human resources requirements.
• May perform other assignments as required.

Education

Advanced University degree (Master’s degree or equivalent) in political science, international relations, crisis management, military affairs, public administration, law enforcement, law or related area. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in the field of security management in managing evaluations and/or compliance assessment in an international environment is required. Comprehensive experience in developing evaluation tools, methodologies, policies, procedures and operations is required. Experience in coordinating organizational performance activities and monitoring of performance against indicators and in Enterprise Risk Management is required. Experience in programme management or coordination is desirable. Relevant security experience in the UN system or similar international organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required. Knowledge of another United Nations official language is desirable. NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
