Org. Setting and Reporting
This position is located in Tripoli, Libya. This position is expected to be redeployed to Sirte, subject to certain conditions or when authorized by the Officer-in-Charge, Head of Mission, or the Chief of Mission Support. This incumbent will report directly to the Chief Security Adviser and the Chief Ceasefire Monitoring Component (CMC) through the Chief Security Adviser on the daily management and implementation of the CMC security program activities.
Responsibilities
Within delegated authority, the Security Coordination Officer reports to the Chief Security Adviser and Chief CMC through the Chief Security Adviser and is responsible for the following duties: • Prepares draft of the security plan for the Mission, designated country, or geographic area, including all aspects related to the elaboration, development, implementation, and updating of the plan. • Establishes lines of communication of the United Nations Area Security Management Team, contributing to the implementation and evaluation of the effectiveness of the security plan. • Serves as an alternate member of the United Nations Area Security Management Team, contributing to the implementation and evaluation of the effectiveness of the security plan. • Assesses prevailing local security conditions, identifying security trends and advising UN staff, project personnel, and dependents on potential security problems, such as mines, kidnapping, armed attacks, arrest, and detention. • Maintains an ongoing evaluation of air, land, and sea evacuation routes and resources for use in emergencies, ensuring the availability of vehicles, aircraft, vessels, fuel supply, and accessible roads. • Ensures that fire safety arrangements and fire-fighting equipment are available on the premises. Maintains a fire evacuation plan and conducts fire drills and training as necessary. • Maintains office security by conducting physical security inspections of facilities, issuance of identity cards, if possible, background checks, and entry control. • Assist in reviewing and monitoring activities related to security risk management, including the preparation of security risk assessments and the development of risk mitigation measures. • Establishes and maintains dialog with local security authorities and international institutions for coordination of efforts in the event of natural disasters. • Ensures the availability of the emergency communications system by making periodic checks to determine whether it is functioning correctly and arranging for necessary repairs or adjustments. • Assists in providing advice on all security-related matters and participates in discussions and development of security policies and procedures. • Investigate security-related incidents involving UN staff members, project personnel, or eligible dependents. • Assumes responsibility for guard force management. • Maintains protection details for senior officials as necessary. • Conducted security training in subjects such as the security management system, the responsibilities of area coordinators and wardens, and personal security awareness. • Performs other duties, as assigned by Chief Security Adviser.

Education
An advanced university degree (Master’s degree or equivalent such as a senior command and staff qualification) in security management or business administration, political/social/military science or international relations with focus on security management is required; • A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree; • A first-level university degree may be substituted with a diploma from a police or military academy (for commissioned officers), which may be considered its equivalent, and in combination with four additional years of qualifying experience in military, police or security management.
Job – Specific Qualification
UN Department of Safety and Security (UNDSS) Security Certification Program (SCP) or equivalent, is desirable. UNDSS Security Analysis Process and Practice Course (SAPP) or equivalent is desirable. UNDSS Hostage Incident Management Course (HIM) or equivalent, is desirable. UNDSS Fundamentals of Blast Protection Course or equivalent, is desirable.
Work Experience
A minimum of five years with advanced university degree (seven years with a first-level university degree) of progressively responsible experience in the military, police or security management is required. At least three years of progressively more senior experience in security operations management or control, within a military, police or security organization is required. At least two years of experience in managing multiple and diverse military, police or security units operating in a conflict or post conflict environment; and at least one year experience and exposure at the international level is required Specialized experience in areas such as security programmes, risk assessments or analysis is desirable. Professional work experience in the Middle East and North Africa is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (written and oral) is required. Knowledge of Arabic is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
