Under the overall guidance and supervision of the Chief Security Adviser (CSA) through the Senior Security Coordination Officer (SSCO)/Area Security Adviser (ASA), the Security Officer supports the implementation of security operations and all matters relating to the management of safety and security for UN personnel in the Area of Responsibility (AoR).
Responsibilities
Within limits of delegated authority, the Security Officer, FS-4, may be responsible for the following duties: • Assists the Area Security Adviser and Field Security Coordination Officers in Gaza on all security risk management matters, security policy and procedures to ensure support for security operations and initiatives to best enable UN activities. • Drafts and updates security risk management and security contingency plans. • Monitors prevailing local security conditions and trends and advises UN personnel, project personnel, INGOs and SLT partners and eligible dependants on security issues; • Serves as a member of the Security Cell, contributing to the implementation and evaluation of the security plans; • Monitors emergency evacuation capability and conducts evacuation exercises; • Assists in the evaluation of accessible areas, maintains tracking systems and assists in the coordination of a 24-hour Emergency Response System; • Contributes to security risk assessments for the area of operations through innovation and creativity; • • Monitors, conducts or coordinates security operations and acts as a convoy commander; • Maintains continuing lines of communication with security focal points and other UN or non-UN stakeholders; • Provides briefings to the Area Security Adviser on the security status, activity and requirements; • Ensures that fire prevention devices and fire-fighting equipment are available on the premises; • Maintains fire evacuation plan and conducts fire drills and training as necessary; • Conducts routine physical security inspections of facilities; • Provides advice and training to UN personnel and eligible dependants on security matters, as assigned; • Investigates security-related incidents involving UN personnel, project personnel, INGOs and SLT partners or eligible dependants; • Contributes to the identification of gaps in existing capability and make recommendation for amendment where necessary; • Assists in planning of protective services for Senior UN Officials, as necessary; • Prepares Statements of Requirement and provides technical specifications for the procurement of section security equipment; • Monitors Security equipment and ensures minimum equipment requirements are purchased, maintained and deployed in accordance with relevant policy; • Coordinates issuance of identity cards, background checks and entry controls, as appropriate; • Sets up and manages a warden system according to policy; • Acts as Duty Officer within the Security Section, if needed; • Performs other duties s as required.

Work Experience
A minimum of six years with high school diploma of progressively responsible experience in the military, police or security management is required. A minimum two years of experience in security operations centres or similar within a military, police or security organization is required. Experience and exposure at the international level and in a conflict or post-conflict environment is required. Specialized experience in such areas as security programmes, risk assessments, or analysis is required. Experience working within the UN Common System or comparable international organization or nongovernmental organization is desirable. Experience in operational coordination and security support to UN entities, including Agencies, Funds and Programmes, INGOs and/or Saving Lives Together partner organizations to enable humanitarian operations in a conflict environment is desirable. Experience in civil-military coordination and access negotiations in support of humanitarian operations is desirable. Experience in convoy management and convoy operations supporting humanitarian programmes in a volatile security environment is desirable. Experience in the Middle East is desirable.
Languages
English and French are working languages of the United Nations Secretariat. For this post, fluency in English is required. Fluency in Arabic is desirable. Fluency equals a rating of “fluent” in all four areas (speak, read, write and understand). Knowledge of equals a rating of “confident” or “fluent” in at least two of the four areas.
