Org. Setting and Reporting
The incumbent is reported directly to the Head Guard/National Security Officer (NSO).
Responsibilities
The incumbent:
1. Instructs guards on a daily basis by:
(i) Preparing and monitoring guard shifts, scheduling and rosters to ensure sites are covered sufficiently;
(ii) Conducting inspections and monitoring posts to ensure that they are properly manned;
(iii) Keeping guards informed of security situation; ensuring guards maintain high standards of alertness for any potential or actual breaches of security, disturbances or unusual activity such as hostile surveillance detection;
(iv) Organizing foot-patrols for the purpose of identifying potential malfunctions of physical security measures and other technical appliances and intercepting unauthorized persons attempting to enter the premises;
(v) Supervising guards in identifying and questioning individuals who remove UNRWA property to ensure that the individuals have property removal permission (i.e. Load Note);
2. Ensures that electronic surveillance equipment is monitored appropriately; supervises correct use of security equipment such as computers (Basic computer skills), x-ray machines (walk through and baggage), CCTV, communications equipment, fire alarm system, public announcement system etc;
3. Supervises screening of all vehicles entering and exiting the premises and provides information, issues identification cards and directions to visitors as per established Standard Operating Procedures (SOPs);
4. Checks and reports weapons and/or armed actors wishing to enter UNRWA premises as per established SOPs, HQ Legal Instructions regarding privileges and immunities and UNRWA’s regulatory framework;
5. Assists in supervising facility evacuation drills, fire drills, emergency/incident response drills, mass casualty drills and readiness drills with local first responders; assists in supervising responses to fires in an appropriate manner; reports fire hazards to his/her supervisor, works and cooperates with assigned fire/floor wardens;
6. Reports to the Head Guard and /or National Security Officer (NSO) on security incidents and makes recommendations on improving security work;
7. Prepares reports and responds to general questions concerning security, maintains paper and computer logbooks, completes incident reports and records as per established SOPs;
8. Supervises reporting of all non-urgent findings in the shift report and reports urgent issues to the Head Guard and/or NSO as applicable;
9. Performs such other duties as may assigned.

Education
Successful completion of full secondary education.
Work Experience
At least two years of experience in a similar field of work is required.

Conditions of service
-Contract Type: Fixed Term Appointment for 3 years; including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance, and continuing need
Grade and Salary: Grade 05 Monthly basic salary USD834.30, payable in JD at UN monthly exchange rate, plus a Jerusalem allowance payable in JD at UNRWA rate:
a. The amount of this Allowance shall be NIS 2000 per month for each eligible Area staff
holding Jerusalem ID and working in any of UNRWA installations in West Bank Field; or
b. NIS 1000 per month for each eligible Area staff working in any of UNRWA installations in
East Jerusalem and not holding Jerusalem ID.
Other benefits include:
• Provident Fund contribution (15.2% of basic salary paid by the Agency).
• Dependency allowances (if applicable).
• 30 days of annual leave.
• Compulsory medical insurance.
