This vacancy is located within the Security Section of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). The incumbent will be based in Bangui and will report to Head of the unit on all security related matters.
Responsibilities
Within limits of delegated authority, the Security Training Officer, FS-5, may be responsible for the following duties:
• Assists in the management of a Security Training Unit at the Mission HQ or in regional offices.
• Contributes to the delivery of security training to security and non-security personnel.
• Contributes to the delivery and implementation of Competency Based Learning (CBL) modules, lessons and courses as appropriate.
• Conducts Client, Performance and Training Gap Analysis as part of the Training Development Process.
• Contributes to the development of dynamic CBL and Programmes of Instructions (POIs), including training in response to emergency crisis situations using current training material modules, practical applications, guide books and CBL methodologies.
• Delivers POIs in accordance with the annual security training schedule.
• Conducts competency based evaluations in accordance with requirements stipulated by the Inter Agency Security Management System (IASMN) Security Training Working Group.
• Ensures that all venues and logistics required for the training and learning activities are provided.
• Provides information to be included in the security training reports for all learning programmes; provides recommendations to enhance CBL POIs.
• Provides advice, guidance and support on security learning affecting UN personnel Mission or regional office wide, as required.
• Assists and participates as a facilitator for security training conducted in other entities of the United Nations Security Management System (UNSMS), as required.
• Participates and assists as a facilitator to the UN DSS standardized programmes of instructions being delivered at the mission level (such as Security Certification Programme, Hostage Incident Management, Close Protection Officer Certification, etc), as required.
• Performs other duties as required.

Education
High school diploma or equivalent technical or vocational certificate is required.

Work Experience
A minimum of eight years of progressively responsible experience in the military, police or security management is required.
At least three years of experience in preparing, conducting and managing Computer-Based Learning (CBL) for adult learners, encompassing both field and formal settings as training manager, as well as self-paced distance learning systems, along with proficiency in designing, conducting, and evaluating policy-driven training programmes is required.
At least two years of experience working outside of country of nationality is required.
At least one year of experience in a conflict or post conflict environment is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable.
Assessment
