RTI’s Global Health Division (GHD) within the International Development Group, works in Malaria and Neglected Tropical Diseases; Global Health Security and Public Preparedness; Heath Systems Strengthening – including Health Governance, Health Finance, Human Resources for Health, Capacity Building, and Health Policy and Advocacy; and Integrated Care – including Reproductive, Maternal, and Child Health and Family Planning. Program Description USAID/Bangladesh has recently awarded RTI a $60 million USD, five-year Cooperative Agreement to strengthen local level health systems to deliver quality, equitable public health services while optimizing resources to improve the health status of all Bangladeshis residing at the local level. This Activity will focus on the following four objectives: 1) Strengthen Systems for Local-Level Evidence-Based Planning, 2) Strengthen Systems to Deliver Equitable, Quality, Integrated Local Level Public Health Services, 3) Improve Enabling Environment to Operate Local Level Public Health Systems, and 4) Improve Local Level Public Health System Resilience. Position Description RTI is seeking a Senior Accountant in Bangladesh. The position is responsible for using appropriate systems and procedures to make and review accounting records, vendor payments, manage petty cash, enter bank transactions and fulfill other related functions, The Senior Accountant will ensure disburse, account, and report project funds in efficient and timely manner, following proper internal controls, and in compliance with RTI policies and procedures. This position will report to the Senior Finance Manager. The Senior Accountant is responsible for monitoring and recording financial transactions for SLLHS activity and will report directly to the Senior Finance Manager. Responsibilities Review and monitor all incoming invoices, entry financial records to QuickBooks & input payment transactions into Kyriba Ensure and monitor that proper supporting documents are retained for record keeping. Review and ensure travel expense reports and advance liquidations from project staff and consultants for compliance with RTI travel expense policies and accuracy of computations Coordinate with field offices to make sure that they submit timely and quality expense reports Review and Reconcile accounts for field offices. Review employees’ timesheets for payroll preparation and verify their completeness, follow up with staff for timely submission of the timesheets In coordination with Grants Specialist, review grantees’ financial reports and supporting documents when making payment to them or liquidating their advances Monitor and ensure that all financial records are maintained in compliance with USAID and organizational policies and procedures. Provide support for RTI’s finance and accounting function Support preparation of monthly expense reports to the RTI home office Review expenses and financial transactions to ensure they are in compliance with RTI procedures and terms of the cooperative agreement Support grants financial management Review and submit monthly bank reconciliations for all project bank accounts Qualifications Bachelor’s degree and 5 years of experience, master’s degree and 3 year of experience or equivalent combination of education and experience. Have knowledge in accounting, finance, taxes, and administration. Experience in auditing will be preferable. Excellent communication and writing skills in English including the ability to communicate effectively in a multi-cultural environment and diplomatically manage collegial relationships. Must be detail oriented, accurate and highly organized, able to work well under pressure and tight deadlines. High degree of adaptability to varied working environments and good interpersonal and teamwork skills. High standards of personal and professional integrity. Deep knowledge of Excel, internet banking and email. Experience in working with QuickBooks software will be an advantage. Experience in project financed by USAID is an advantage. Ability and willingness to travel periodically throughout Bangladesh required. Note: Written test is required for this position

Qualification
