The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region. This position is located in the Strategy and Programme Management Division of ESCAP. The incumbent reports to the Director of the Division.
Responsibilities
Under the direct supervision of the Director of SPMD, the Administrative Assistant will be responsible for the following duties: Human Resources Management • Coordinates various actions related to the administration of the unit’s human resource activities, e.g., recruitment, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. Liaises with central administration/executive services as required. • Oversees the maintenance of vacancy announcement files and keeps track of status of vacancy announcements. • Reviews and processes recruitment actions through Inspira. • Provides information and advice to staff/consultants with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. • Monitors staffing tables dashboard for a variety of human resource activities, e.g., appointments, retirement, expiration of appointments, reassignments, transfer and movement of staff. Budget and Finance • Assists in monitoring unliquidated obligations with respect to various budgets, trust funds, grant and other funds on a regular basis. • Provides assistance in the review, and preparation of the allotments and its revisions. • Monitors budget implementation/expenditures and recommends reallocation of funds as necessary. • Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds. • Assists in finalization of budget progress and terminal reports, analysing variances between approved budgets and actual expenditures. General Administration • Provide administrative assistance to the Chief of the Division in the management of the Division. • Assists the Chief of the Division in the administration of the ESCAP quarterly travel plan approvals and ad-hoc travel approvals; • Assists the Chief of the Division in quality assurance of outgoing correspondence and documents and tracking of incoming correspondence and documents; • Provides guidance, training and daily supervision to other general service staff in the area of responsibility. • Identifies and resolves diverse issues/problems as they arise, and determines appropriate actions. • Coordinates extensively with service units and liaises frequently with internal team members. • Performs other related administrative duties, as required (e.g., operational travel programme, monitoring accounts and payment to vendors and individual contractors for services, physical space planning and the identification of office technology needs and maintenance of equipment, software and systems, organize and coordinate seminars, conferences and translations). • Assists with the review and analysis of data, including for LoA and MoA, as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. Contract Administration • Assists with day-to-day preparation and administration of contracts between the UN and external contractors for outsourced services. • Audits the contractors’ invoices against the goods and services provided by the contractor and approved by the UN. • Processes the payment of contractors’ invoices and monitor payments. • Prepares and processes all UN forms and permissions for contractual and work Unit, Section or Service UN staff, including: UN grounds passes, property passes, UN parking permits, swipe-card access and door keys.

High school diploma or equivalent. A first-level university degree may be accepted in lieu of two years of required experience.

Work Experience
A minimum of 10 years (or 8 years if graduated with a first-level university degree) of progressively responsible experience in administrative services, finance, accounting, audit, human resources or related area is required. A minimum of three years of experience working with ERP, including recruitment tools such as Inspira is required. One year or more of experience in data analytics or related area is desirable. Experience working with the United Nations Common System’s Human Resources and Financial Rules and Regulations are desirable. Demonstrated knowledge of Correspondence Manual, Editorial Manual, Stakeholder Directory is desirable. Experience with intergovernmental approval process for programme and budget is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in is required. Knowledge of another official United Nations language is an advantage.
