Result of Service
Under the direct supervision of the Chief of FSS/CEB, and in coordination with the Head of UNODCs Programme Office in Ukraine and other UNODC substantive offers and consultants as necessary, the consultant will perform the following substantive outputs:
A. Advise and assist with the revision of the UNODC Guide on National Anti-Corruption Strategies, with a focus on governance of infrastructure and reconstruction projects.
B. Carry out relevant research on the legal and political anti-corruption context at national, regional and international levels, with a special focus on infrastructure and reconstruction in Ukraine.
C. Gather information regarding technical assistance delivery under GLOZ99 as well as by other technical assistance providers working in Ukraine and contribute to concept notes, proposals, briefing note packages destined for the UNODC Executive Director or the Chief of CEB.
D. Where appropriate, contribute to the development of knowledge products and training materials UNODC develops related to procurement governance, infrastructure and reconstruction.
E. Facilitate corruption risk assessments, gap analyses, business processes assessments and mapping of procurement and other relevant governance processes.
F. Upon request, liaise with current and potential donors and national as well as international stakeholders and beneficiaries in the field of integrity, governance and infrastructure in Ukraine.
G. Participate and present at conferences, events and meetings on behalf of UNODC.

Duties and Responsibilities
Background of the assignment:
UNODC, as guardian of the United Nations Convention Against Corruption (UNCAC) and secretariat to the Conference of the States Parties to the Convention, has the mandate to provide support and technical assistance to States parties to effectively implement the Convention. The backbone for UNODC anti-corruption work is the normative framework provided by UNCAC. The Corruption and Economic Crime Branch (CEB) acts as the Secretariat of the Conference of the States Parties (CoSP) to the UNCAC.
CEB has extensive experience and in-depth substantive expertise, delivering and adapting technical assistance to Member States upon request and working with a variety of national, regional and international stakeholders. Moreover, CEB develops technical tools, and disseminates and facilitates the exchange of good practices in the prevention of and fight against corruption through the Global Programme to prevent and combat corruption through effective implementation of the United Nations Convention against Corruption in support of Sustainable Development Goal 16 (GLOZ99).
CEB has also deepened its work on integrity in infrastructure and reconstruction governance and safeguarding of funds intended for constructions, particularly in conflict and post-conflict settings through the adoption of CoSP resolution 9/1, the Sharm el-Sheikh declaration on strengthening international cooperation in the prevention of and fight against corruption during times of emergencies and crisis response and recovery. CEB’s engagement in this area has expanded through an increasing number of national and international engagements including in Ukraine where UNODC has bolstered the internal capacity of Ukraine’s Agency for Restoration and is expanding on this support.
In this context, UNODC is seeking a consultant who will work closely with UNODC substantive officers and will carry out the following main assignments.
Qualifications/special skills
• An advanced university degree (Master’s degree or equivalent) in law, social science (international relations, management, public administration, political science, or economics, etc.) or in a subject closely related to anti-corruption and / or crime prevention is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• A minimum of ten (10) years of relevant project management experience with a minimum of seven (7) years of working experience in an anti-corruption field focused on transparency, procurement, infrastructure and governance are required.
• Demonstrated experience in high-level strategic communications, government engagement and donor coordination are required.
• A demonstrated understanding of the international, EU and Ukrainian legal frameworks and practices in the area of transparency in governance and procurement is required.
• Working experience in project design and implementation and a demonstrated understanding in the area of transparency and good governance in infrastructure and reconstruction efforts are desirable.
• Previous experience with the United Nations or equivalent international organizations is desirable.
Languages
• English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language (Arabic, Chinese, French, Russian or Spanish) is an advantage. Fluency in oral and written Ukrainian is desirable.
