Position Overview

Family Planning 2030 (FP2030) is a global partnership of governments, civil society, multilateral organizations, donors, private sector partners, and researchers committed to supporting the rights of women and girls who wish to use contraception. Our vision is a future where women and girls everywhere have the freedom and ability to lead healthy lives, make their own informed decisions about using contraception and having children, and participate as equals in society and its development.

The FP2030 Support Network consists of five hosted regional hubs: North, West and Central Africa; East and Southern Africa; Asia and the Pacific; and Latin America and the Caribbean, and North America and Europe. The FP2030 Support Network is led by an Executive Director, supported by an Executive Directorate team, who reports to the Governing Board. Each Regional Hub is headed by a Managing Director supported by a small team and hosted by an NGO within the region.

The FP2030 Support Network is hosted by the United Nations Foundation (UNF), which hosts the North America and Europe Hub (NAE) and the Executive Directorate team.

The Senior Data Analytics Advisor is a key position within the Data and Measurement team and will work with the FP2030’s, Senior Director, Data and Measurement, Track20, and other data partners to respond to data and analysis requests from FP2030’s Executive Directorate, Regional Hubs, FP2030 country focal points, and other country, regional, and global partners, as well as work to provide analysis and support to the PME Working Group as they work towards improvements in measurement in key areas of the FP2030 measurement agenda. In addition, the Senior Advisor will also have supervisory and budget oversight responsibilities (as detailed below).

This position is based in Washington, D.C.

Essential Functions

Knowledge and familiarity with data

  • Build the data literacy of FP2030 Regional Hub and Executive Directorate Staff and understanding of the FP2030 Measurement and Accountability Frameworks.
  • Support the FP2030 data team to develop aligned messaging and communications on data and measurement for the Executive Directorate and Regional Hub as well as regional specific measurement priorities based on regional hub priorities.

Measurement and data analysis

  • Work with the FP2030 data team and the Track20 team to develop a system for responding to data requests from country partners, regional hubs and the Executive Directorate and other regional and global partners.
  • Conduct data analysis of household survey data from DHS, MICS, and PMA; in coordination with Track20 provide modeled estimates using the FPET tool and Impact Calculator, in response to data requests from country, regional, and global partners, as well as regional hubs and the Executive Directorate.
  • Work with private sector partners and with Track20 team to strengthen the use of health information system data for assessing progress and making decisions.
  • Support cross teamwork and analysis that links family planning to other global issues such as humanitarian and emergency response, HIV/AIDS, gender, etc.
  • Support the PME Working Group to identify measurement areas for future work as well as improvements to existing FP2030 measures through data analysis and background research.
  • Build capacity across the FP2030 Support Network to use data and support teams to pause and reflect and adjust programmatic interventions to accelerate impact and optimize efficiencies.

Management of staff and budgets

  • Partner with consultants and manage the Data and Measurement Coordinator.
  • Work with Eastern and Southern Africa and North West Central Africa Hubs to support supervision of projects undertaken by the Track20 seconded data analyst.
  • Lead data support for all the Hubs.
  • Review and track budgets for specific projects and consultants.

Collaboration and dissemination of data

  • Create data visualizations for presentations, advocacy, and other communication materials for Regional Hubs, Executive Directorate, and the PME Working Group.
  • Contribute to the FP2030 Annual Progress Report, working with Regional Hub and Executive Directorate, Track20, and PME Working Group.
  • Maintain the FP2030 Data Hub and online dashboards as needed.
  • Conduct presentations at international and regional conferences, high level forums to strategically position FP2030’s Data and Measurement Work.
  • Publish articles, write policy briefs with regional hubs and data experts on key learnings and new measurement indicators.
  • Other duties as assigned.

Selection Criteria

  • Bachelors degree required. Master’s degree in Public Health preferred or a minimum of 15 years of relevant technical experience with bachelor’s degree.
  • 10 years of professional experience in an international reproductive health/family planning.
  • Able to perform complex data management and data transformation tasks using a statistical language such as R or STATA.
  • Experience using DHS, MICS, PMA data; cross-sectional and longitudinal data; and administrative data.
  • Experience with descriptive and inferential statistics.
  • Ability to draft manuscripts and other communications materials including data visualizations, data presentations, and other summaries of analysis.
  • Ability to travel and represent FP2030 at external meetings and conferences.
  • Effective communication, organizational and management skills, including working with diverse individual and institutional partners from low- and middle-income countries on data analyses and capacity to use data.
  • Ability to work independently.
  • Ability to schedule and coordinate with different teams and partners.
