Result of Service
Output 1: An assessment of the drawdown to date to capture lessons identified, and applied, from Phases 1 and 2, and provide a realistic assessment of the likelihood of Phases 3 and 4 taking place on time. Output 2: Provide an assessment of the requirement for any ATMIS follow-on mission post drawdown in order to cover a variety of potential skill sets; capture and detail those skill sets following discussion with FGS in particular and provide an assessment of who could possibly provide the necessary skills.

Duties and Responsibilities
Background: The African Union Transition Mission in Somalia (ATMIS) is mandated to undertake a transition process, including to drawdown its troops in line with various UN Security Council Resolutions (UNSCRs), African Union Peace and Security Council (AU PSC) Communiqués, and in accordance with the timelines detailed in the joint Concept of Operations. Whilst drawing down, and ensuring its own force protection, ATMIS must continue to support a Somali-led peace and security process. With Phase 1 of the drawdown of 2,000 ATMIS troops completed, and the Joint Technical Assessment evaluating lessons learned from this drawdown as mandated in UNSCR 2687, ATMIS continuously works closely with the Federal Government of Somalia (FGS) and the United Nations Support Office in Somalia (UNSOS) to determine the plans for the sequential drawdown of ATMIS troops and closing of the mission by 31 December 2024. With the transition underway, various entities, including international partners, are assessing the potential security landscape post 2024. In parallel to this, the African Union (AU) requires an understanding of the broader implications of the ATMIS exit in respect of regional security is critical to charting a way forward. It is in this context that ATMIS intends to recruit an Independent Consultant whose assignment will be vital in appraising the AU PSC of AU/ATMIS review of Somalia Post- 2024. Assignment and reporting: AU/ATMIS aims to recruit an experienced and qualified international consultant to advise the Head of Mission on Post-ATMIS. The consultant will serve for a period of one (01) year renewable based on the performance and availability of funds. The consultant will be based in Mogadishu, Somalia and shall report to the Special Representative of the Chairperson of the Commission of the African Union (SRCC). He/she will also work closely with the Component and Unit heads and other ATMIS personnel as required. He/she will also coordinate closely with Federal Member States (through the Civilian Sector leads), United Nations Assistance Mission in Somalia (UNSOM), United Nations Support Office in Somalia (UNSOS) and other UN agencies as necessary. Visits to African Union HQ and Troop Contributing Country (TCC) capitals are deemed essential, and to Police Contributing Country (PCC) capitals as desirable. Purpose/Objective of the assignment: • To document an assessment of the status of the current drawdown and identify lessons learned from the initial phases. • To assess the remaining phases (to end of 2024) being undertaken on time and budget; and if delays are foreseen, to estimate the likely costs to the AU of these delays. • To identify and document, with partners, the necessary areas and skill sets requiring additional support to enable the Somalis to stand alone post-2024. • To provide recommendations to the AUHQ/AUPSC, and to the relevant stakeholders, to ensure AU’s legacy is protected and security reversals are avoided. • To contribute to the preparation of strategic and operational documents of the Mission, including SRCC’s speeches, statements, background notes, daily situational reports and Mission reports required by Chairperson of AU and other partners.

Education: Advanced university degree (master’s degree or equivalent) in social sciences, political science, international relations, economics, development studies, or a related field. A first- level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Training in the areas of planning, facilitation and/or coordination is desirable. Work Experience: A minimum of 15 years of relevant, progressively responsible professional experience, including in strategic or operational planning, project formulation, budget development, and monitoring and evaluation, as well as in facilitating and coordinating multi-stakeholder planning processes, in emergency, conflict or post-conflict settings is required. Extensive professional experience in leading similar and/or related assessments is required. Experience working in or supporting peace operations system field-based organization is desirable. Experience developing or implementing relevant policies, procedures, methodologies, and tools, including for Integrated Assessment and Planning, country or conflict analysis, results- based budgeting, risk management, or monitoring and evaluation is desirable.
