Budget responsibility: None               

Duty Station: Amman, Jordan hosted at NRC Middle East Office (MERO)

Travel: Possible 5% travel within NRC MERO region

About the ACAPS Analysis Hub

The ACAPS Analysis Hub is a multi-disciplinary team of analysts who work with experts and operational partners to strengthen the evidence base for decision making in humanitarian response. The Hub provides:

  • Forward looking analysis, including risk and scenario building.
  • Trends analysis, to understand how humanitarian needs are changing over time.
  • Thematic analysis, to build a stronger understanding of social, economic, IDPs, local coping mechanisms, gender, marginalisation and other topics relevant to the humanitarian response.
  • Capacity building, including training and data and analysis support for operational actors.

Purpose of the position 

The Senior Analyst supervises the planning, production, and quality of the ACAPS analytical reports produced by the analysts of the project. S/he also contributes to this production by writing and delivering analysis and contribute to the development and improvement of ACAPS methodologies. The Post holder leads on-the-job training for the analysts of the project and supports the Team Leader with networking, partnerships, and fundraising efforts.

Role and responsibilities

Analysis management and quality assurance

  • Ensure effective processes of planning, production, and timely delivery of analytical reports, including coordination of resources (analysts, ACAPS and external experts, editors etc) and collaboration between different part of the team.
  • Provide feedback to the analysts on design, content, structure and quality of the analysis.

Secondary data review and analysis production

  • Review assessments, reports and information products on the specific project/country to understand the information landscape and current gaps.
  • Support the overall informational needs of the humanitarian response in the project through the compilation, synthesis and analysis of relevant qualitative and quantitative information.
  • Contribute to the creation of tools to facilitate the ongoing analysis and sharing of data and information that support evidence-based decision making.
  • Design, develop, and produce analytical reports.

Qualitative Analysis Methodology: 

  • Ensure high methodological standards and high quality of analysis.
  • Support the review process and development of methodology documents and analysis products.
  • Liaise with ACAPS Geneva methodological experts to ensure ACAPS methodological standard is maintained in every product.

Amman Hub Analysis Framework and Monitoring: 

  • Review, rearrange and refine exiting hub Analytical framework including refining existing indicators and daily monitoring process.
  • Liaise with ACAPS Geneve team for continue improvement of analytical framework and daily monitoring process including Air table.
  •  Review the daily monitoring content and ensure that it meets the ACAPS quality and standards.
  • Provide technical assistance to hub staffs on daily monitoring and collecting qualitative information in Air table.

Anticipatory and forward-looking Analysis: 

  • Act as hub focal point on forward looking analysis to deliver anticipatory analysis products.
  • Review Yemen Risk Monitoring framework and provide technical support to team to gather, monitor and analyze information.
  • Facilitate scenario building and risk workshop.
  • Liaise with other likeminded organization to improvise the forward-looking analysis methodologies.

Capacity Building & Mentoring: 

  • Design and deliver capacity building training/workshop/session to hub information analysts to improve their skills on analysis.
  • Mentor hub information analysts to improve their analytical skills and assist them to produce good enough products.
  • Supervise day to day work of analyst and provide feedback on their day-to-day work.

Monitoring and Learning: 

  • Ensure the product top sheet are up to date and coordinate with the ACAPS comms team for the postproduction of products.
  • Conduct impact interview of each product with stakeholders.
  • Support Project Mangers/Advisors for writing project reports based on donor’s format.
  • Capture best practices and conduct a bottom sheet review to capture the lesson from each product development process.

Networking, partnerships, and fundraising

  • Represent ACAPS at key cluster and working group meetings to provide input and promote ACAPS products.
  • Support the Amman hub management team in liaising and coordinating joint analysis with key humanitarian stakeholders.
  • Support the Amman hub management team in fundraising efforts and donor engagement for the continuation of the project, e.g., input to concept notes and presentations to donors.

Perform other duties in the organisation as appropriate, including but not limited to

  • On occasion be available to review reports outside of regular working hours.

Competencies

Professional competencies

  • Relevant Master’s degree preferably in humanitarian action, social sciences, international relations, public health, epidemiology or similar.
  • At least 5 years of professional experience in the humanitarian sector, including minimum 2 years in research, analysis, information management, advocacy, or other relevant experience.
  • Management experience, an asset.
  • Demonstrated analytical skills and written clarity, including ability to analyse complex concepts and synthetize information.
  • Demonstrated experience in designing and conducing analysis in humanitarian contexts.
  • Training and proven understanding/application of quantitative and qualitative research and analysis methods (mixed and multi)
  • Proven experience working with civil society and local partners.
  • Fluent written and oral communication skills in English.
  • Excellent working knowledge of Microsoft Office suite particularly Excel.

Highly desired skills, knowledge, and experience

  • Excellent knowledge of Middle East, and specifically Yemeni politics, economics and history.
  • Large professional networks in the Middle East region.
  • Ability to facilitate joint analysis.
  • English fluency essential and Arabic language skills highly desirable.
  • Familiarity with data analysis and processing software.
