ACAPS is dedicated to improving the analysis of humanitarian needs in complex emergencies. We provide independent, evidence-based insights to support better decision-making for humanitarian responders. Our CrisisInSight team plays a key role in helping the global humanitarian community stay informed about crises around the world. By collecting and analysing both quantitative and qualitative data, the team produces high-quality assessments and reports that aid effective response.
The INFORM Severity Index (SI) is a critical tool used by ACAPS to monitor and analyse the severity of humanitarian crises globally. The index provides evidence-based insights by evaluating the intensity of a crisis across multiple dimensions, including humanitarian needs and vulnerabilities. It helps decision-makers prioritize response efforts and allocate resources more efficiently by offering a clear, data-driven picture of crisis severity.
The Senior Analyst will play a central role in overseeing the production and continuous improvement of the INFORM Severity Index, ensuring that it meets the evolving needs of the humanitarian community.
Purpose of the position
The Senior Analyst will serve as the Product Manager for the INFORM Severity Index (SI), overseeing the end-to-end process of data collection, analysis, and quality assurance. This includes coordinating the work between analysts, Data Collectors, and Data Reviewers to ensure the reliability and accuracy of the analysis produced. The Senior Analyst will also be responsible for the final approval of responses to users’ questions regarding the INFORM SI.
In this role, the Senior Analyst will supervise the work of ACAPS Information Analysts and data content reviewer dedicated to the INFORM SI and ensure the timely and efficient production of analysis. The Senior Analyst will work closely with other analysts, Data Analysts, Data Scientists, and quality control teams to guarantee the quality and reliability of the outputs.
As ACAPS continues to evolve its work around the INFORM Severity Index and adjusts its systems, procedures, and structures for more effective and efficient data and analysis delivery, this role will also evolve to meet the changing needs of the organization and the product.

Role and responsibilities
Product Management of the INFORM Severity Index
- Lead and manage the INFORM Severity Index (SI) process, coordinating all related activities from data collection to final product delivery.
- Serve as the focal point for the workflow between analysts and Data Collectors, ensuring smooth and efficient collaboration.
- Ensure quality checks are performed on all key indicators and sources, maintaining a high standard of data reliability.
Analysis guidance
- Ensure seamless collaboration between CrisisInSight Information Analysts and Data Services’ Data Collectors for the maintenance of ACAPS global datasets and indexes.
- Train new analysts on CrisisInSight workflows and ACAPS analysis methodologies, in coordination with the Team Leader and other ACAPS employees (e.g., ACAPS training units).
- Set analytical priorities for the team in collaboration with the Team Leader.
Quality assurance and source review
- Perform in-depth quality reviews of data and sources used for the INFORM SI.
- Approve final data outputs and responses to users’ questions, ensuring accuracy and coherence in all published information.
- Review INFORM SI products before publication, ensuring high quality of reports, tools, and indexes.
- Ensure that donors’ and users’ feedback and questions on the INFORM SI are addressed by the analysts, in collaboration with the Data Services Team.
- Supervise the first-level quality checks conducted by the Information Analysts, ensuring all analysis is performed under ACAPS’ processes, frameworks, and guidance.
Team supervision and coordination
- Supervise and guide the work of Information Analysts on the INFORM SI, ensuring they adhere to quality standards and meet deadlines.
- Collaborate closely with Data Analysts, Data Scientists, Data Content Reviewer, and Data Quality Controllers to ensure the INFORM SI outputs are accurate and reflect the latest developments.
- Coordinate and oversee the production of the INFORM SI analysis, ensuring all key milestones are met.
- Support the CrisisInSight and Data Services Team Leaders in the recruitment of new analysts & data collectors dedicated to the INFORM Severity Index.
Collaboration and stakeholder engagement
- Work closely with internal and external stakeholders, ensuring strong communication across all teams involved in the production of the INFORM SI.
- Provide technical support and guidance to the team, particularly in managing workflow and improving the efficiency of data analysis processes.
- Engage with users of the INFORM SI to understand their needs and improve the product accordingly.
- Provide support to the Data Services team in participating in key fora like the Joint Intersectoral Analysis Framework group to discuss key data for the INFORM Severity Index and other ACAPS datasets.
- Engage JRC for input or reflections around INFORM SI methodology, together with the Data Services team.
- Represent ACAPS in external groups as requested
Product evolution and system efficiency
- As ACAPS evolves its systems and procedures for the INFORM SI, the Senior Analyst will lead efforts to ensure the product remains fit for purpose and is delivered efficiently.
- Proactively identify opportunities for improving data collection and analysis processes, ensuring continuous improvement of the INFORM SI.
- Support the CrisisInSight and Data Services colleagues in the development and adjustments or updates of existing data collection and analysis guidance and templates.
Other responsibilities
- Collect and store all users’ feedback for further refinement of the CrisisInSight products and ACAPS methodologies.
- Perform other duties within the organization as appropriate.
Professional Competencies
Required skills, knowledge and experience
- Relevant Master’s degree, preferably in humanitarian action, social sciences (anthropology, sociology, economics, political science, psychology, geography, etc.), area studies, international relations, public health, epidemiology, or other relevant education. Bachelor’s degree supported by relevant experience also accepted.
- At least 5 years of professional experience in the humanitarian sector, including minimum 3 years of experience working as a researcher or analyst (required)
- Proven project management experience, ideally in the humanitarian, development, or peace-building sector
- Ability to read, process, analyse, synthetize, and report on large amounts of text and secondary data, including conflicting and incomplete information and complex concepts.
- Written clarity, ability to structure and prioritize written information in English.
- Knowledge of quantitative and qualitative research and analysis methods (mixed and multi)
- Ability and confidence to make judgment calls when interpreting ambiguous data.
- Demonstrated understanding of the principles of emergency preparedness, response, and early recovery.
- Demonstrated understanding of needs assessments in humanitarian crisis.
- Fluent written and oral communication skills in English. Any other language is an asset, among Spanish, French, and Arabic.
