The EIB, the European Union’s bank, is seeking to recruit for its Group Corporate Services Directorate (GCS) – Group Digital Office (GDO) – Business Solutions Department (BSD)- Lending Division (LD) at its headquarters in Luxembourg, a (Senior) Application Support Engineer*. This is a full time position at grade 5/6 for which the EIB offers permanent contract.

Purpose

The Lending Division develops applications that are at the heart of the EIB, supporting core business activities. We are constantly innovating the way work and how we develop software, using state of the art technologies.

We are looking for someone who is passionate about driving the implementation and operation of core IT application environments, ensuring these are scalable, available and reliable and that they offer optimal performance. Operating Network

You will be reporting directly to the Head of Lending Division and closely collaborating with IT teams and internal business customers.

What will you do?

  • Oversee the technical management of the production and development environments and tools of the Lending Division
  • Provide operational and maintenance support to the in-house developed applications, both for production and development environments
  • Supervise an external team of support and maintenance engineers
  • Take charge of the implementation and operation of infrastructure components, specifically applications and middleware, in order to ensure an efficient operation of the Bank’s business applications
  • Administrate transversal DEVOPS tools: Jira, GitHub for Versioning Control, Nexus for artifacts repository and Jenkins for continuous integration and deployment
  • Evaluate, plan, coordinate and implement technical changes impacting the applications e.g security findings, upgrades, scalability and configurations.

The role covers a wide range of duties to ensure that:

  • Production applications are operating reliably ensuring that all required maintenance and patching activities are performed on time and on high quality
  • All development environments and development (DevOps) tools of the division delivery teams are properly, supported and maintained
  • Delivery tools are properly procured and licensed
  • Technical support team budget is properly planned, monitored and maintained
  • Technical support team work is allocated efficiently

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in computer science or related disciplines
  • Minimum 5 years of relevant professional experience in delivering support to IT delivery teams during the development lifecycle
  • Excellent technological expertise in IT, including system support in a Unix environment and best practices as applied in IT infrastructure and related services
  • ITIL/ITSM experience in Change, Release, Incident and Problem Management
  • Experience in the procurement of software and services would be an advantage;
  • Some experience using scripting languages: Powershell or Bash
  • Experience in COTS applications or bespoke developments configuration, customisation, interfacing, monitoring and performance tuning
  • Previous experience in a financial institution is considered an advantage
  • Fluent in English and/or French and preferably a solid understanding of the other (**)

(**) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
