SENIOR ASSISTANT – CLIMATE FINANCE

GGGI, hosted in Uganda by the Ministry of Finance Planning and Economic Development, has been closely working together with its Government and Non-Government partners and the European Union. The long-term impact objective of GGGI Uganda and the program is that “Uganda achieves strong, inclusive and sustainable economic growth”. While the Support Program to Enhance Access and Retention of Climate Finance (Spear-CF) project objective is “Enhancing access and retention of climate finance in Uganda to support the goal of attaining sustainable development”.

The SPEAR-CF program is strategically crafted to bridge the financing gap hindering climate action initiatives in Uganda. Its primary objective is to enhance the accessibility and retention of climate finance within the country by addressing key challenges posed by climate change, the program aims to make significant strides in multiple areas related to climate action. The project will be achieved through these 4 outcome areas.

  • Outcome 1: A National Green Taxonomy introduced.
  • Outcome 2: Uganda’s first Sovereign Green Bond is issued.
  • Outcome 3: International Carbon Markets Accessed by Uganda.
  • Outcome 4: The Climate Finance Unit (CFU) Accelerated Climate Finance Flows to Uganda.
Position Summary

The Senior Assistant will support the Project Manager in day to day project activities to achieve the work targets including support the preparation of a concept note, Project Identification Forms (PIFs) and proposals. The Senior Assistant also supports the project team with organization of information, meetings communication and reporting in line with GGGI corporate policies, standards and protocols.

The position-holder will also support project donor reporting and will be reporting primarily to GGGI Uganda Project Manager Climate Finance.

PURPOSE
  • Coordinate the collection of documents from key partners and contribute to the preparation of minutes of meetings with key partners for the development of PCNs, PIFs and full proposals to support climate finance mobilisation
  • Support stakeholder engagements to ensure buy-in, gather diverse perspectives and ensure inclusivity.
  • Coordinate consultants’ activities in the preparation of work products for the GGGI Uganda CF Program
  • Contribute to the preparation of donor reports of the Uganda CF Program
  • Support alignment of planned projects with the GCF, GEF other donors and Government of Uganda’s strategies and directions, as well as GGGI Uganda and Head Office Strategies.
  • Executes background research and literature studies for proposal development or to support engagement in new topics when they arise (like for example debt nature swaps, green bonds or other -for Uganda innovative- topics)

 

ENGAGEMENT
  • Maintain day to day relationship with national counterparts (officer level), key stakeholders and private sectors
  • Assist research and analysis of relevant information and knowledge from a variety of sources, in support of the delivery of good quality PINs, PCNs, PIFs or full proposals.
  • Acquire information and knowledge by participating in the assessment of program needs and resources to assist in program design, development and implementation.
DELIVERY
  • Understand the cycle of climate finance mechanisms and windows and organize ones work to ensure that deliverables are provided in a timely manner to leverage these mechanisms
  • Support the PM to evaluate delivery issues and work with national counterparts to establish common understanding and coordination on proposed project activities to ensure achievement of objectives against established timelines.
  • Capture lessons learned in resource mobilization to support refinement / improvement of existing policies and procedures.
  • Organize program activities including consultation and validation meetings and workshops.
REQUIREMENT
QUALIFICATIONS
  • Bachelor’s degree in environmental science, climate change, economics, or a related field.
  • Preferred 3 years of project experience in, climate change adaptation or mitigation projects with at least one year in project development.
  • Understanding of global climate finance mechanisms, trends, and environment.
  • Experience with working in international organisations is an advantage.
  • An excellent command of spoken and written English required.

  • Good level of proficiency in Microsoft Office applications (Word, Excel, PowerPoint, etc.),

WORKING CONDITIONS
  • GGGI Uganda has a Host Country Agreement in place with the Government of Uganda and therefore in case of international candidates this is a Diplomatic Post.
  • The chosen candidate is expected to be based in Kampala, Uganda and will report directly to the Project Manager (also based in Kampala).
