POSITION SUMMARY

The Senior Associate will play a key role in implementing the project components related to Brunei and Malaysia under the AKCMM. Based in Seoul as part of the ROA, the Senior Associate will serve as the project coordinator for both countries, reporting directly to the Project Manager and collaborating closely with the project team.

The Senior Associate’s main responsibility is to successfully coordinate the activities of AKCMM while also responding to ad hoc requests within the ROA. Specifically, the responsibilities of the Senior Associate are as follows:

  • Provide operational, administrative, and technical support to ensure timely, responsive, accountable, and high-quality project delivery.
  • Manage and maintain an efficient budget reporting and filing system, database, and documentation for activities and events, including documentation of missions.
  • Provide technical support by conducting research, contributing to the drafting of analytical outputs, and offering constructive reviews and feedback to enhance the quality of deliverables.
  • Coordinate and liaise with government counterparts, working groups, experts, and other stakeholders to facilitate the implementation of project activities.
  • Help plan, coordinate, and execute missions and events, ensuring all logistical, administrative, and technical requirements are met to achieve successful outcomes.
  • Provide comprehensive support for procurement, budget preparation, payment processing, and addressing other operational needs to ensure smooth and effective implementation of activities.
  • Support and ensure compliance for official travel of consultants and external parties according to GGGI travel regulations.
  • Provide backstopping support for the Project Manager as needed.
  • Perform other ad hoc duties as required.
PURPOSE
  • Perform administrative, operational, and technical tasks throughout each stage of the project cycle.
  • Ensure efficient project operations, financial management, and compliance with GGGI regulations, rules, and procedures.
  • Support program execution, project monitoring, and reporting to ensure alignment with strategic objectives.
  • Facilitate recruitment, procurement, and event planning to enhance team performance and operational success.
  • Contribute to strategic planning, risk management, and knowledge sharing across the organization.
ENGAGEMENT
  • Work closely with the Project Manager and project team to support strategic planning and ensure effective execution of work plans.
  • Provide guidance to the team on procedures, policies, and tools for managing operational transactions related to project and output delivery.
  • Identify and report potential issues and risks that could impact program consistency and delivery to the Project Manager.
  • Coordinate with internal and external stakeholders to ensure seamless operational support and effective collaboration.
  • Facilitate knowledge sharing and promote operational coherence by engaging with colleagues across headquarters, regional offices, and country teams.
  • Serve as a liaison between the ROA and country teams to ensure compliance with policies and the adoption of best practices.
DELIVERY
  • Assist in the development and implementation of budget reports aligned with work programs and budget plans.
  • Facilitate streamlined recruitment processes that meet program needs and comply with GGGI HR policies to build and maintain a high-performing team.
  • Coordinate procurement activities to ensure the timely and cost-effective acquisition of goods and services in adherence to GGGI procurement guidelines.
  • Consolidate and validate financial documentation for projects, ensuring the accuracy and compliance of financial reporting.
  • Enhance project operations through efficient facilities management, travel coordination, and the effective execution of events.
  • Provide research, analysis, and content development support to aid in the preparation, review, and delivery of high-quality technical outputs.
  • Monitor and report on project activities to ensure alignment with established work plans and timelines.
  • Organize and support events, including capacity-building activities such as workshops, training sessions, seminars, and launch events, by managing logistics and planning.
  • Address and fulfill additional ad hoc requests as they arise, ensuring timely and effective support for various project needs and operational tasks.
REQUIREMENTS
QUALIFICATIONS
  • A bachelor’s degree in social sciences, public policy, business administration, finance, commerce, or a related field is required; a master’s degree in a relevant discipline is an advantage.
  • At least five (5) years of relevant professional experience, including operational, administrative, and technical support; experience in climate change and environmental projects in the public sector is highly desirable.
  • Proven experience working with government agencies and international organizations; direct collaboration with public agencies in the ASEAN region, particularly in Brunei and/or Malaysia, leading environmental and climate initiatives is a significant advantage.
  • Fluency in English is essential, with proficiency in Malay considered highly desirable.
  • Strong familiarity with the climate policy framework in ASEAN, especially in Brunei and Malaysia, including knowledge of climate-related challenges such as methane emission trends and sources.
  • Understanding of government processes for drafting, finalizing, and endorsing climate-related plans, with an awareness of political dynamics influencing climate mitigation initiatives.

ABOUT THE PROGRAM

Asia Regional Office (ROA). ROA oversees a diverse portfolio of projects in the South, Southeast, and Central Asia region, assisting GGGI Member States cultivate sustainable development models to drive their economic growth. Its main functions include comprehending the unique requirements of each country, forging robust partnerships with stakeholders and collaborators involved in regional sustainable development initiatives, and developing regional projects and programs in policy and/or investment.

ASEAN-Korea Cooperation on Methane Mitigation (AKCMM). AKCMM is a 3-year, USD 20M regional project aimed at reducing methane emissions at scale in ASEAN Member States (AMS). The project seeks to achieve this objective through the following four interventions (i.e., outputs):

  • Output 1. Developing enabling policies and institutions
  • Output 2. Improving measurement of methane emissions
  • Output 3. Designing, financing, and implementing methane reduction sub-projects
  • Output 4. Promoting regional dialogue and partnership
