Your team

Within The European Green Sky Directorate, the Master Plan & Architecture unit supports European aviation in making strategic decisions for the transformation of the European ATM. The service operates in close collaboration with all ATM stakeholders (SESAR Joint Undertaking, air navigation service providers, airports, airspace users, the Network Manager, SESAR Deployment Manager, airborne and ground industry, EASA, and standardisation organisations etc). The service leverages EUROCONTROL resources (expertise, data and technology) to support decision makers in the strategic transformation of ATM (digitalisation, sustainability, drones, civil/military, CNS, artificial intelligence…) and prioritises future investments.

As Senior Domain Expert, you will lead and contribute to the strategic activities of the team in various domains:

• Strategic planning and reporting,
• Stakeholders’ management and promotional activities
• Architecture and content integration
• Performance and impact assessment
• Change management

Your role

Your role will be to:

  • Provide technical guidance and expertise in ATM architecture (business, capabilities, systems, operations) and performance (KPIs, impact assessment) to ensure fit for purpose operations and technologies in the context of the European ATM system modernisation.
  • Capture the vision, business strategy and goals from internal and external stakeholders to support the evolution of the European ATM System.
  • Lead transformation plans in terms of organisational, operational, and technological changes of the European ATM System necessary to meet the strategic goals of the European ATM Master Plan.
  • Monitor and analyse the European ATM developments and trends, advise management on emerging needs and opportunities, and formulate strategic recommendations for the service’s positioning in key domains.
  • Contribute to the enhancement and update of working methods, techniques, and tools to support ATM transformation activities, focusing on continuous improvement.
  • Mentor team members in field of expertise and guide them in the implementation of an agile Work Programme.
  • Develop and monitor the architectural designs and performance impact of ATM evolutions (e.g. SESAR solutions and beyond…), consolidate and assess its architecture content.
  • Foster strategic relationships with stakeholders, decision-makers and industry partners for effective information-sharing and collaboration. Actively participate in events to promote the service’s role in key projects.
  • Communicate effectively on the service’s capabilities, products and successes and articulate an appealing value proposition.
  • Development and delivery of internal and external stakeholder training and coaching on service activities (e.g. architecture, performance, methodologies, etc).
  • Produce complex technical reports and documentation, high level briefings, etc.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Candidates must meet one of the 2 following educational and experience criteria, where studies in a relevant field (e.g. Aeronautical Engineering, Air Transport, etc) and experience in the ATM domain are needed:

o A university degree of 4 years followed by 10 years of relevant working experience.
o A university degree of 3 years followed by 11 years of relevant working experience.

  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Proficiency in the operational and/or technical aspects of European ATM and previous responsibility for ATM development activities (preferably across the ATM value chain).
  • Experience in leading business transformation in the ATM and driving decision making for ATM modernisation (e.g. analysing strategic impact, building roadmaps, developing and maintaining scorecards/KPI’s, preparing conclusions and formulating recommendations).
  • Experience in ATM business modelling (business, capabilities, systems, operations and services), ATM architecture evolution, performance impact assessment (including methodologies and tooling).
  • Experience in coordinating and coaching a team in a matrix organisation.
  • Understanding of SESAR programmes would be of an asset.
  • Skilled in stakeholder management and leveraging business insights.
  • Proficient in crafting and delivering clear, impactful documents and presentations in English for diverse audiences.
  • Strategic focus: you develop business/service strategy in line with the Agency’s strategy.
  • Communication: you adapt your communication to different situations and audiences.
  • Networking: you design networks with a view to developing strategic connections.
  • Leading: you provide direction in line with strategic organisational goals.
  • Customer focus: you adapt services to response to customer needs.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1/C2. The selected candidate will be required to become basic users of French at level A1/A2 before the end of the probation period.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • The selected candidate will be offered a contract of 5 Year (s) pursuant to the provisions of the Staff Regulations governing officials at EUROCONTROL. The contract may be renewed up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the selected candidate will be requested to provide certified copies of their degrees and successfully serve a probationary period of 9 months.
  • Internal candidates
    If selected, the person will keep their current type of appointment duration (undetermined or determined).
    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
