Org. Setting and Reporting

This position is located in the Information Technology Services Section (ITSS), Court Support Unit under the supervision of Head of ITSS Operations.

Responsibilities

The incumbent supervises the Courtroom Support Unit by:
• coordinating the technical and operational support and services related to Courtroom operations across both branches of the organization;
• coordinating maintenance services of installations, systems, and equipment related to the courtrooms across both branches of the organization;
• planning construction and renewal of Court projects, including conceptual design, identification of the design parameters,
analysis of functional / special court needs and recommendations on alternative solutions;
• reviewing vendors invoices and assisting with financial clarifications as required;
• preparing scopes of work and technical specifications including cost estimates for installations/modifications/equipment;
• carrying out technical evaluations and reviewing proposals of bids and offering to ensure conformity with technical
standards, organizational guidelines and legislative policies/recommendations and drafting comments and/or reports;
• assisting in developing standards for existing and future support and services for the on-going management of court
infrastructures and video conference networks;
• liaising with Court Management Services Section on courtroom operational needs;
• reporting on technical requirements/shortcomings and recommending on technical solutions;
• assisting in the implementation of work plan of the unit and in managing the resources and participating in the
preparation of budget and spending plan of the unit;
• supervising audio-visual technicians and computer operations assistants of the unit;
• coordinating specialized needs, rental of equipment, liaising with international press, NGO representatives and vendors
to support special events and press conferences.

The incumbent also provides advisory and liaison functions by:
• providing advice and guidance to substantive offices concerning development of specifications for goods and services;
• representing the Courtroom Support Unit at meetings;
• performing duties as a member of the Change Advisory Board (CAB) with the objective to assess and evaluate both
business and technical changes in the IT infrastructure;
• assisting in identifying common issues and best practices, making strategic recommendations and developing a plan to
achieve objectives and increase efficiency;
• drafting responses to ITSS Management on technical issues related to court support.

Education

High school diploma or equivalent with supplemental courses and training in audio-visual technology, procurement and service management. Extensive knowledge of operational requirements in a legal environment and a good working knowledge of UN policies required.

Job – Specific Qualification

Certification/diploma or other supplemental academic qualifications or training in Electronics or Telecommunications and Information Systems is required.

Work Experience

Minimum of (10) years relevant experience is required in audio visual work, preferably in areas of court operations.

Languages

English and French are the working languages of the Mechanism. For the post advertised fluency in written and oral English is required. Knowledge of French would be an advantage; Knowledge of Dutch is desirable.

Assessment

There may be an assessment exercise for qualified candidates followed by a competency-based interview.
