The EIB, the European Union’s bank, is seeking to recruit for its Operations Directorate (OPS), Baltic Sea and Northern Europe Department (BSNE), Public Sector – Poland and Baltic States Division (3-PUB SEC), at its headquarters in Luxembourg, a (Senior) Banker* – Public Sector

This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

*Internal benchmark: (Senior) Officer Lending Operations

Panel interviews are anticipated for November 2023.

Purpose

As a (Senior) Banker, you will identify, appraise, negotiate and monitor public sector lending operations in the countries of operations covered by the division according to EIB policies and procedures and with the objective to contribute to EU Policy goals, in line with the agreed strategy and with Business Plan targets of the Division.

Operating Network

You will report to the Head of BNSE-3 and collaborate closely with colleagues of the BSNE Department as well as in other teams of the Bank involved in such transactions Legal Directorate (JU), Group Risk & Compliance (GRC-OCCO), Projects (PJ), Portfolio Management and Monitoring (PMM).

You will also interact with potential and existing counterparts as well as other stakeholders (IFIs, treasurers’ associations, consultancy firms, etc.) and colleagues from the EIF and you will represent the Bank at public events, if required.

You will cooperate closely with other team members as well as with colleagues in Ops and in other Directorates, and General Secretariat (SG) / Heads of offices in the countries of operation of the Division.

Accountabilities

Project origination process

  • Track developments and monitor your target market, build and maintain a network of public promoters, screen proposals and identify business opportunities that best meet countries of operation objectives.
  • Represent the EIB externally on lending issues in own domain, establish and develop relationships with key external parties in order to develop the projects portfolio and acquire new operations.

Lending process

  • Evaluate, at an early stage, the quality of potential projects and their chance of success, including where appropriate consultation with other Directorates.
  • Lead and coordinate the lending process in cooperation with other Bank Directorates.
  • Structure loan / guarantee proposals, evaluate their feasibility, analyse project and financial risks, draft reports and lending proposals in cooperation with the appraisal team.

Negotiation of contracts

  • Negotiate terms and conditions of loan / guarantee and other project documentation with promoters and other counterparts, in liaison with appropriate Directorates.
  • Organise contract signatures and assist, as applicable, in the disbursement process.
  • According to prevailing rules and procedures, participate in the follow-up and possible re-negotiation of existing transactions in close cooperation with other services of the EIB.

Disbursement and monitoring

  • In close coordination with the Implementation team, monitor the disbursement process and contractual compliance.
  • Follow-up developments of projects, in coordination with PJ.
  • Ensure, in line with applicable guidelines, a regular review of the financial position of counterparts/projects and contractual compliance.

Contribute to the Bank’s operational strategy in the country/ies of activity

  • Provide input in the strategy development process for lending activities in own domain with to ensure that the overall lending strategy and policies are based upon practical needs and operational constraints.
  • Provide inputs for the elaboration of the operational plan of the Division to ensure that COP and policy related objectives are met.
  • Foster teamwork within the Division, the Department and with relevant counterparts across the Bank.

Optimisation of operating tools and working methods

  • Innovate and suggest improvements to existing tools, systems and products in response to modifications in the operational framework.
  • Ensure correct input of data relating to own area of activity into the management information system.

Knowledge sharing and contribution to horizontal activities

  • Share your own information and experience in the management of operations with other members of the team in order to improve team’s knowledge and competencies, ensure dissemination of best practices / case studies with colleagues in other OPS divisions and other relevant services.
  • Participate in horizontal working groups and other initiatives (e.g. Knowledge Labs) as the Division’s representative, as appropriate.

Value added, cost management and return on operations

  • Ensure the quality and overall value added of lending / guarantee operations; make sure that the financial terms set by the Bank match the risk profile and the type of operation, in order to protect the Bank’s interest and ensure that operations are as cost-efficient as possible in the given context.

Qualifications

  • University degree (minimum an equivalent to a Bachelor), preferably in Finance/Economics.
  • Minimum of 5 years of relevant experience in the financial sector, preferably in corporate banking/finance.
  • Experience in customer relationship management and proven ability to manage relationships at all levels of the client organisation.
  • Strong knowledge of financial analysis, ideally including experience in credit risk assessment.
  • Very good understanding of project appraisal and execution processes and policies.
  • Good knowledge of standard computer tools.
  • Excellent knowledge of English and/or French (*) with a good command of the other.
  • A good knowledge of Polish would be considered an advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
