POST CONTEXT
Headquarters Allied Maritime Command is the Maritime Theatre Component Commander delivering 360 degree maritime focussed awareness and connectivity while planning and commanding the full range of maritime operations.
The Finance/N8 Directorate is responsible for overseeing all financial and budgetary activity within HQ MARCOM.
The Budget & Operations Branch is responsible for the planning, preparation, production, screening, presentation, execution and reporting of all HQ MARCOM’s budgets.
The NATO 2030 requires the management of additional resources; a change of mind-set, including challenging the current budgetary decision model and an expansion of the eligibility of NATO provisioned resources to support Multinational and National Forces. MARCOM will oversee a substantial part of the additional funding provided for this initiative. The Budget and Operations Branch is responsible for developing and coordinating policies and procedures for financial management issues and for the preparation of the MARCOM inputs to the international military budget estimates, in-year budget execution reports, and other requests for funds, and oversight of execution of MARCOM budgets.
The Senior Budget Assistant supports the Branch Head (Budget & Operations) and the Finance Directorate in the budgetary and financial planning process of all operations and exercises budgets within HQ MARCOM The incumbent maintains budgetary databases, produces regular budgetary reports and analyses and is the focal point for co-ordinating the development of accurate and timely financial submissions to ACO/SHAPE and MARCOM management boards.
DUTIES
The incumbent’s duties are:
• Supporting the Branch Head and the Staff Officer (Budget) in the requirement screening/validation process necessary for the allocation of NATO-2030 budget resources.
• Supporting the Branch Head and the Staff Officer (Budget) with the screening/approval process of the NATO-2030 budget estimates at local/higher Headquarters.
• Performing cross-functional analysis and presenting arguments and recommendations for the allocation and reallocation of MARCOM budgetary resources.
• Coordinating and contributing to the preparation of the NATO 2030 budgetary information as required. Including collection and review of inputs from cross functional requirement holders as necessary including the O&M tail resulting from NSIP Projects.
• Supporting HQ MARCOM wide especially the Fund Managers in N3 and N4 in consolidating and de-conflicting inputs and execution data of Standing Naval Forces NATO-2030 funding.
• Supporting other projects and tasks in the Finance Directorate as a result of NATO 2030 funding.
• Contributing to the screening, and submission of medium-term financial plan/consolidated resource proposal projects and ensuring consistency of MTRP/CFRP and budget submissions.
• Producing regular execution reports and analyses of and presenting recommendations for in-year budgetary actions for MARCOM budgets as required.
• Developing database programmes and spreadsheets to provide financial information for the Branch, the Branch Chief and the MARCOM Financial Controller and subsequently the Command Group and the Nations.
• Advising the Branch Head about the development and maintenance of the budget aspects of any ACO- or NATO-wide automated financial information system.
• Providing management with advice and information for decision making on the annual MARCOM budget (HQ and AOM) as requested in graphical form and conducting financial data analyses on a what-if basis.
• Supporting the Branch/Directorate with in-depth analysis for the conduct of financial studies.
• Analysing the required scope of statistical information for briefing documents, slides, etc. and attending as directed, additional training courses.
• Dependent on requirements may also be required to participate in, direct and supervise the work priorities of an ad-hoc or permanent project team within the functional area.
SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
The incumbent may be required to undertake operational deployments and/or TDY assignments both within and without NATO’s boundaries for up to 183 days in any period of 547 days.

QUALIFICATIONS AND EXPERIENCE
Essential Professional Experience
Be proficient in the use of spreadsheets and databases, as well as have extensive knowledge of office software packages (at least 3 years experience).
Be proficient in the use of automated Financial Accounting Systems, and accounting software.
Experience analysing financial data for medium to large size organizations.
Experience working collaboratively in cross- functional teams both internally and externally.
Possess strong multi-tasking and time management skills
Essential Education/Training
Higher Secondary education and completed higher vocational training in finance, accounting, business administration, economics, public administration or related discipline leading to a formal technical or professional certification with 3 years function related experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related experience.
Essential Language
English – PLS 3333 – (Listening, Speaking, Reading and Writing)
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
Desirable Professional Experience
Proficient in financial spreadsheet development/design
Experience in the processing of budgets and financial plans.
Experience in Accounts Payables and Accounts Receivables processes
Knowledge of International Public Sector Accounting Standards or International Accounting Standards

Professional Contacts: Internal contacts include all levels up to and including of Division Head and up to Chief of Staff level. External contacts include higher headquarters, other headquarters, including Host Nation organisations and suppliers. Internal and external contacts are for information, negotiations and discussions.
Contribution To Objectives: The incumbent plays a major role in this process and the performance impacts on the division, command and region achievements and helps the Financial Controller in establishing financial objectives for the Command
Diversity and Range of Duties: The post has a broad range of duties and requires flexibility. Duties include but are not limited to collection and analysis of budgetary submissions, production of budget execution reports, and ensuring budgets are in line with NATO Financial Regulations
Type of Problem/Degree of Challenge: Budgetary analysis is complex and often adversarial; therefore being able to work and achieve ambitious timelines will require judgement, tact and patience
Degree of Guidance Available: Guidance will be provided to the successful candidate from within Finance Directorate.
CONTRACT
This post is approved for a 3-year duration.
It is currently unknown what will happen at the end of the 3-year period. Therefore, although there may be a possibility of an extension or even a permanent contract there is a very high risk that the post will not continue beyond the 3-year point and as such no guarantee of work beyond 3 years can be offered.
Newly recruited staff and currently serving NATO Civilian Staff with less than 10 years of service will be offered a definite duration contract of 3 years.
Serving NATO civilian staff with more than 10 years of service will be offered a contract according to the NATO Civilian Personnel Regulations.
The basic entry-level monthly salary for a NATO Grade 12 in the UK is £4,462.34 (tax free) which may be augmented by allowances based on the successful candidate’s eligibility.

EMPLOYMENT PRE-REQUISITES:

A NATO security clearance of the level required by the position, and approval of the candidate’s medical file by the NATO Medical Adviser are essential conditions for appointment to this post. Applicants are not required to possess a clearance at the time of applying, but must be eligible for a clearance. HQ MARCOM will take action to obtain the required security clearance from the successful candidate’s national authorities.
Candidates must meet all the essential qualifications in order to be considered qualified. Should no qualified candidates be found, candidates not possessing all the essential qualifications may be considered. However, they will be appointed at a lower grade and their employment contract will stipulate the conditions under which the grade attached to post can be granted and the employment contract confirmed.
