Org. Setting and Reporting
This position is located in the Programme Planning and Budget Section of the Financial Resources Management Service (FRMS), Division of Administration, United Nations Office at Geneva. The incumbent will report to the Chief of Section.
Responsibilities
Under the general supervision of the Chief of Section, the incumbent: – Provides final clearance in respect of allotment advices, conference costings or any ad hoc costings, updated salary rates, consolidated payroll data for standard salary rates purposes, maintenance of staffing table, costings and other data required in connection with budget submissions or budget performance reports or special budgetary exercises – which he/she also consolidates and monitors as required; – Supervises/co-ordinates/controls the data/calculations prepared by junior staff and ensures that such output is timely and consistent with relevant policy/procedures; provides guidance as to the manner in which output may be streamlined/standardized as appropriate; – Submits and presents to Budget officers reports on vacancies, staffing tables, status of expenditures and potential funding problems; – Undertakes collection and analysis of data related to reimbursement by extra-budgetary activities of services provided by UNOG; – Analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements, including programmatic aspects; ensures compliance with the medium-term plan and other legislative mandates; – Monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures; – Monitors the GTA funds and other non-post expenditures; reviews of the vacancies; staffing and implementation of the budgets of the Division; – Performs other related duties, as assigned.

Work Experience
A minimum of ten (10) years of experience in finance, budget, administrative services or related area is required. The minimum years of relevant experience is reduced to eight (8) for candidates who possess a first level of university degree or higher. A mnimum of four (4) years’ experience in the United Nations common system or similar international organization is desirable. Experience in processing transactions using the finance, organizational management and budget intelligence and reporting module in ERP systems such as SAP or Umoja is desirable. Experience in posts management is desirable. Experience in providing budgetary and financial support and advice to senior management is desirable. Experience in preparing budget proposals and budget monitoring for both regular budget and extra-budgetary resources is desirable. Experience in budgeting and analyzing financial reports is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in both English and French is required. Knowledge of another official United Nations language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
