The EIB, the European Union’s bank is seeking to recruit for its Group Corporate Services Directorate (GCS), Buildings and Logistics Department (BLD), Real Estate Development Division (RED)*, Buildings Technology Unit (BT) at its headquarters in Luxembourg, a (Senior) Building Systems Engineer**.
This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

Purpose
Would you like to design, build, and support further expand the building, facilities and workspace management systems? You will use your skills and competencies to ensure that the operational technology and related infrastructure are integrated and managed in an optimal manner.
Operating Network
You will report to the Head of Buildings Technology Unit.
There has been a significant increase of facilities and workspace management systems and devices due to the planned construction of New Building, the West Building Renovation, Internet of Things (IoT) and smart building improvements, as well workplace transformations.
Accountabilities
- Design, implement, maintain, and coordinate building systems/technologies, including the related monitoring and control of solutions (e.g. BAS/BMS, HVAC, IoT, SCADA, sensors, lighting, lifts/elevators, blinds, mechanical systems, electrical metering, UPS/generators)
- Oversight of the implementation and upgrades of the building system projects
- Create integrated and coherent solutions for all buildings
- Ensure optimal building performance by advising on the appropriate mechanical and electrical service systems and preventative maintenance solutions
- Identify, raise, and resolve issues (budget, timing, satisfaction, performance) that will be arising during the project
- Ensure and facilitate required upgrades, enhancement, maintenance, and integration of building systems and technologies, whilst collaborating closely with network experts to ensure infrastructure integration
- Coordinate numerous external providers including meeting project objectives, vendor performance management, negotiation, budgeting in the areas of building technology, knowledge of the market leaders the building management systems industry
Qualifications
- University’s degree preferably in automation, robotics, building engineering, electrical engineering, electronics or equivalent related to building systems integration
- At least 5 years of professional experience in implementing and maintaining of building or workspace system solutions within large, global enterprises, with different technologies and multi-platform systems
- Strong infrastructure understanding of systems, controllers, communication modules, sensors, bus data connectivity, edge gateways and good understanding of building systems architecture
- Proven hands-on experience in smart buildings system technology and/or BAS/BMS and/or HVAC and/or Energy/ Water control and monitoring and/or IoT and/or SCADA technologies
- Demonstrated experience/effectiveness managing complex large-scale projects of high-availability systems
- Proven ability to document systems diagrams, small to complex project outlines and tasks
- Knowledge and understanding of building systems standards (norms), protocols (eg. BACnet, Modbus, KNX, EnOcean, DALI, Zigbee, Sigfox, LON) and best practices
- Experience with building systems design and implementation including cyber security of the connected devices would be an asset
- Practical experience in designing and operations of technology infrastructures for building systems, IoT and multimedia in corporate offices will be highly appreciated
- Practical experience in designing and implementing wired and wireless network infrastructures for building systems or buildings infrastructure will be highly appreciated
- Previous experience in working with external service providers in a multisource environment would be considered as an asset
- Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of other EU languages would be an advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
