The EIB, the European Union’s bank, is seeking to recruit for its Group Corporate Services Directorate – Group Digital Office (GCS-GDO) – Cybersecurity Division (CD) – Access, Controls & Governance Unit (ACG) at its headquarters in Luxembourg, a (Senior) Business Continuity Officer*. This is a full-time position at grade 5/6 for which the EIB offers permanent contract.

Purpose

Are you ready to shape the future of Business Continuity at the EU Climate Bank? You will be at the forefront of developing and implementing strategies that ensure our bank’s resilience in the face of unforeseen events.

We are on the lookout for an exceptional Business Continuity Strategist who will play a pivotal role in design and the implementation of our Group’s Business Continuity Strategy. It’s a mission to refine, automate, and optimize the way we handle business continuity. Your expertise will be instrumental in ensuring that the EIB Group remains resilient and capable of swiftly recovering from any disruption, safeguarding our priority business activities.

Operating Network

You will be reporting directly to the Head of Access, Controls & Governance Unit and work in close collaboration and maintain contacts on multiple levels across EIB Group, and all the lines of defence.

What will you do?

  • Play a pivotal role in evolving the EIB Group’s Business Continuity Management Programme. Engage in in-depth interviews across the organization, collaborating with the second line of defence to refine the Business Impact Analysis (BIA) and Risk Assessment (RA)
  • Utilize insights to propose dynamic enhancements to our Business Continuity Strategy. Your focus will be on leveraging the latest technological advances and evolving business continuity needs
  • Collaborate with cross-functional teams to define comprehensive business continuity plans, ensuring that prioritized business activities are resilient and recoverable swiftly in the event of a disaster
  • Provide your expertise in raising business continuity awareness. Design and deliver engaging training sessions and simulations to ensure all staff are well-versed in our Business Continuity Policy, Strategy, and Plans
  • Anticipate and prepare for potential disaster scenarios. Develop detailed working procedures, including infrastructure needs, to mitigate risks effectively
  • Coordinate business continuity efforts, integrating outcomes seamlessly into the EIB Group’s overarching Business Continuity Plans
  • Offer forward-thinking advice and recommendations to align the EIB Group with best practices, safeguarding our prioritized business activities
  • Take the lead during incidents, coordinating the response and recovery of critical activities in partnership with the Crisis Management Team and BC key staff
  • Build strong business relationships across the EIB Group, ensuring alignment with business needs and risk appetite. Stay informed on industry trends through networking with professional bodies and experts

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in information technology, telecommunication, risk management, business administration or security
  • Minimum 5 years of relevant professional experience in Business Continuity or Disaster Recovery preferably linked to financial institutions
  • Knowledge of international standards and requirements in the domain of business continuity (BCI’s GPG, ISO/TS 22317 standard).
  • Experience / knowledge of IT applications in the domain of finance
  • Good skills in documentation, reporting and presentation.
  • Certifications in the area of Business Continuity or Disaster Recovery would be an advantage.
  • Fluent in English and/or French and preferably a solid understanding of the other (*)

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
