Duties and Responsibilities
We require an international expert in international carbon markets, particularly Article 6, to provide policy advisory support and oversee project development. This expertise is essential to ensuring the successful delivery of SPAR6C’s support to the Government of Pakistan. Given the country’s limited technical capacity in Article 6, we need a highly experienced professional to provide quality control and oversight, ensuring the integrity of SPAR6C’s assistance. SPAR6C Pakistan supports federal and provincial government agencies in Article 6 policymaking and project approval, alongside engaging private and public sector stakeholders for MADD support on three Article 6 projects and PIN development for a project pipeline in Pakistan. This consultant will ensure the quality and effectiveness of these activities. Objectives, output expectations and performance indicators • Objectives: Provide quality control and oversight of SPAR6C’s support to Pakistan’s federal and provincial governments in Article 6 policy formulation and implementation. • Output expectations: o Technical advice on the selection of two new projects for MADD development through a short evaluation and recommendation report. o Comments and advice on Provincial Carbon Markets Policy, validation and authorization of Lahore Lakhoder Project and discussion with the Government team. o Comments and advice to the technical service procurement for MADD development, the intermediate and final deliverables from consulting team on MADD development delivered as a written report. • Performance indicators o Technical advice on the selection of two new projects for MADD development and the selection is accepted by the government of Pakistan. o Comments and advice on Provincial Carbon Markets Policy, validation and authorization of Lahore Lakhoder Project and discussion with the Government team. o Comments and advice to the technical service procurement for MADD development, the intermediate and final deliverables from consulting team on MADD development are accepted by the project team and the consortium lead. Specific tasks and responsibilities 1. Technical advice to the SPAR6C project team and the federal and provincial on the selection of two new projects for MADD development. 2. Technical support on Provincial Carbon Markets Policy/Support on validation and authorization of Lahore Lakhoder Project and discussion with the Government team. 3. Oversight, quality control, and advice to the UNEP-CCC team on the technical service procurement for MADD development, the intermediate and final deliverables from relevant consulting team on MADD development. This role is remote; however, travel to Pakistan may be required for on-site engagement. The consultant/individual contractor will report to Miriam Hinostroza – UNEP Programme Officer. Her/his performance will be evaluated by Urwah Khan and Karen Olsen.
Qualifications/special skills
• Academic: Advanced degree in environmental policy, carbon markets, economics, or a related field. • Professional Experience: Minimum 10 years of experience in international carbon markets, Article 6 implementation, and climate finance. • Special Skills: Experience working with governments, international organizations, and private-sector stakeholders. Strong analytical and advisory capabilities. (Preferred) Candidates familiar with the carbon market policies and national contexts and having recent experiences in supporting federal or provincial government agencies on issues related to carbon market.

• Language: Proficiency in English; knowledge of Urdu is an asset.
