Your team

The Division Civil-Military Cooperation provides a unique platform for military and civil-military cooperation in aviation, while enhancing airspace capacity, flight efficiency, military mission effectiveness and civil-military interoperability with reduced costs in a secure Single pan-European Sky.

Your role

Your role will be to:

  • Manage SESAR projects and lead project consortia to deliver effective civil-military cooperation and interoperability solutions aligned with Air Traffic Management (ATM) concepts and military operational requirements.
    • Organise and oversee internal cross-functional teams and external contributors based on relevant expertise and competencies.
    • Monitor project execution through regular project reviews, identify risks, issues, opportunities and decide on corrective or mitigation measures.
  • Lead civil-military ATM performance monitoring activities to optimise airspace usage for both civil and military stakeholders.
    • Develop relevant tools and coordinate subsequent projects to support Member States and the Network Manager in further enhancing ATM performance.
  • Identify and propose innovative projects aimed at improving operational processes and implementing digital solutions to address challenges defined by military or civil stakeholders.
  • Provide expertise and guidance to military stakeholders and coordinate their participation in research & development projects facilitated by contractual arrangements between Member States and EUROCONTTROL.
  • Provide expertise and guidance to Member States and the Network Manager on deploying Mission Trajectory, Advanced Flexible Use of Airspace and civil-military collaborative decision-making solutions, produce relevant working papers and guidance material.
  • Lead consultations with internal and external stakeholders including solving issues, reaching consensus, etc.
  • Participate in events to promote activities, propose content, develop and deliver training to Member States and organisations such as ICAO, facilitating the implementation of Flexible Use of Airspace and the harmonisation of air traffic control (ATC) procedures for operational air traffic.
  • Support the Head of ATM Innovation & Network Operations Unit in overseeing and coordinating various activities and projects within the scope of the Unit.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • University degree of four years in a relevant field such as Aeronautics, ideally with a Military Specialisation and minimum 10 years’ relevant professional experience to carry out the described responsibilities OR University degree of three years in a relevant field such as Aeronautics, ideally with a Military Specialisation and minimum 11 years’ relevant professional experience to carry out the described responsibilities.

  • Proficiency and experience of civil-military ATM operations and airspace performance management.
  • Experience in Air Traffic Services (ATS), Airspace Management (ASM), in particular with the en-route phase of flight (planning).
  • ATM operational background such as experience in air traffic control (ATC) operational procedures.
  • Experience in a military environment, particularly within the Air Force. Experience in a leadership role related to Air Traffic Management (ATM) would be an advantage.
  • Experience in people and project management.
  • Understanding of Single European Sky and ATM regulations and ICAO documents (e.g. ATM Recommended Practices).

    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

  • The selected candidate will be offered a contract of 5 Year (s) pursuant to the provisions of the Staff Regulations governing officials at EUROCONTROL. The contract may be renewed up to a maximum of 9 years or converted into an undetermined contract. Before being established in the post, the selected candidate will be requested to provide certified copies of their degrees and successfully serve a probationary period of 9 months.
  • Internal candidates
    If selected, the person will keep their current type of appointment duration (undetermined or determined).
    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
