The salary range for this position is $74,000 – $84,000.

The U.S. Climate Alliance is a bipartisan coalition of governors committed to advancing bold climate solutions, reducing greenhouse gas emissions, and achieving the goals of the Paris Agreement. The U.S. Climate Alliance Secretariat provides strategic, convening, analytical, and other functions to support member states and territories in making progress on their climate priorities. The U.S. Climate Alliance seeks a Senior Climate Analyst to provide analytical and research support on a wide range of climate and clean energy issues to assist member states and territories in advancing ambitious climate policy. Key responsibilities include leading on Alliance-wide analytical efforts to measure progress and inform decision-making; coordinating Alliance working groups focused on improving state greenhouse gas (GHG) inventories and emissions analysis; maintaining the Alliance’s policy database that tracks adoption and implementation of climate actions across sectors; and contributing to the development of key Alliance resources and publications. The Senior Climate Analyst reports to the Director of Programs and Analysis and will be expected to work as part of a broader team that includes Alliance states and territories, consultants, and external partners. The position is part of the Energy and Climate team at the United Nations Foundation, which houses the U.S. Climate Alliance Secretariat.
This position is located in Washington, D.C. with consideration for remote work.
Essential Functions
- Lead Alliance-wide Analytical Efforts: Scope, commission, and execute Alliance analytical projects that measure the coalition’s progress in achieving its climate targets and support data-driven decision-making. Work with external consultants to guide and inform commissioned modeling to ensure it meets Alliance expectations for quality and comprehensiveness. Support efforts to develop and strengthen the Secretariat’s in-house modeling capabilities
- Coordinate State Working Group(s) and Convenings: Coordinate the development and execution of state working groups and initiatives focused on improving state GHG emissions inventories and strengthening use of climate data in state decision-making. Consult with Alliance members on areas of focus, agenda development, and identification of action items and key barriers. Follow up on action items and state requests; engage stakeholders and key partners to scope and implement projects; and support other Alliance working groups, task forces, and initiatives as needed
- Maintain Alliance Climate Policy Database: Conduct ongoing maintenance and data management of the Alliance’s new policy database that tracks the policies of member states and territories across sectors to confront climate change. Work closely with policy sector leads to ensure the database is kept up-to-date and evolves to meet the needs of both Alliance members and the Secretariat. Collaborate with the Communications team on climate storytelling. Identify opportunities to continue building and improving this innovative tool
- Generate Policy Options Papers, Roadmaps, Resource Guides, and other Major Alliance Deliverables: Conduct policy research, analyze key sector trends, and draft chapters of the Alliance’s annual report that outline progress towards our climate goals. Contribute to products that help Alliance members improve quantification of opportunities, measure progress towards policy goals, and quantify the co-benefits of action. Conduct research and analysis and draft material for Alliance products across other sectors as needed
- Support Execution of Alliance-Wide Meetings: Help prepare materials that support major Alliance meetings, workshops, and high-impact events, including by working with Alliance states, consulting outside experts, organizing meetings and guest lists, developing a work plan or draft documents, and communicating information to relevant staff and state teams
- Review and Process Contracts and Grant Agreements: Manage grants, including monitoring and evaluation and reporting. This includes working with the Operations and Finance teams to execute new contracts and grant agreements in support of Alliance analytical and modeling efforts. Maintain working knowledge of the UNF agreement process, including for both contracts and grants

Selection Criteria
- Bachelor’s degree required. Master’s degree preferred
- 3-4 years’ experience in climate and clean energy research and analysis, including experience developing GHG emissions inventories and/or utilizing or interpreting a variety of climate and energy models and tools preferred
- Demonstrated research, analytical, writing, presentation, and briefing skills with strong attention to detail
- Familiarity with U.S. climate and energy policy, with deep knowledge of the state policy landscape across one or more sectors preferred
- Demonstrated ability to manipulate and display complex datasets in Microsoft Excel and/or other tools
- Familiarity with relevant U.S. energy and climate-related datasets
- Critical thinker that can generate products tailored to different audiences without requiring frequent direction
- Excellent written and verbal communication skills with an ability to tailor one’s style and content to meet a variety of circumstances
- Self-motivated with strong ability to mitigate potential challenges and find solutions
- Maximum flexibility in accepting and professionally executing a range of tasks
- Demonstrated ability to prioritize multiple, competing priorities in a fast-paced environment
- Ability to diplomatically engage diverse counterparts and use personal discretion in working with sensitive information
- Ability to work under pressure and handle stress effectively
