The EIB, the European Union’s bank, is seeking to recruit for its Portfolio Management and Monitoring Directorate (PMM), Resource, Information, Coordination and Project Management Division (RICP), Coordination and Project Management Unit (CPM) at its headquarters in Luxembourg, a (Senior) Communication and Dashboard Creation Officer*.

This is a full time position at grade 5/6 for which the EIB offers a permanent contract.

Purpose

Under the supervision of the Head of Division, you will assist the directorate on strategic issues linked to inter-institutional and policy matters; with a particular focus on internal communications, reporting and data quality standards.

To note, the Reporting line could change in the event of a reorganisation of the structure of the division.

Operating Network

The Portfolio Management and Monitoring Directorate (PMM) monitors counterparts and financial contracts and acts on contractual events under its responsibility, as well as on distressed transactions in order to protect the EIB’s financial interests and reputation. The Directorate is responsible for the Monitoring, Disbursements, Event Resolution, Divestment and Restructuring of (i) EU and non-EU debt counterparts, (ii) equity funds, equity-type and subordinated instruments after disbursement/investment or signature, as applicable (iii) EU and non -EU private sector distressed transactions. The Directorate also comprises of the Joint Middle Office (‘JMO’) responsible for disbursement, post disbursements, management of intermediated lending activities, counterparty management and KYC verification.

Accountabilities

  • Develop a sound understanding of the PMM directorate (including the JMO), the activities within and their role within the Bank’s overall strategy
  • Support the directorates operational planning through the design and development of performance, risk and control indicators at the department, division, and project level
  • Prepare a communication strategy for the directorate incorporating a variety of communications means including Townhalls, Newsletters, Intranet Content, as well as supporting concrete actions in response to the staff survey feedback
  • Explore new technologies to support facilitate accessible reporting and communications for all teams
  • Design and develop dashboards and internal reports to support PMM management decision making
  • Design and develop a project management platform to support the overall planning of directorate wide initiatives
  • Facilitate the timely delivery of PMM inputs concerning the Operational Planning processes
  • Collaborate with the resource management team using quality data and awareness of new initiatives to strategic and efficient resource planning and support to the staff survey response
  • Facilitate knowledge management within the directorate
  • Facilitate presentations and information sessions on specific programs or initiatives
  • Design and develop a library of analytics (operational & managerial data reporting, dashboards, activity reports, etc.) easily accessible to all divisions
  • Support the triage and planning of ad-hoc reporting requests in collaboration with the business owners

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in a business related or analytical field
  • Minimum 5 years of professional experience, conducting similar responsibilities, preferably gained in a major financial institution
  • Relevant experience in producing dashboards
  • Demonstrated experience or a professional qualification in Management Accounting would be a significant advantage
  • Demonstrated experience in drafting communications and excellent PowerPoint skills are key
  • Experience with business objects reporting or other data reporting tool, as well as a good level of expertise in manipulating big volumes of data in excel
  • SAP Cloud design experience or equivalent would be an advantage.
  • Strong banking knowledge with specific expertise in lending operations and/or enterprise level risk management.
  • Sound knowledge of the EIB’s mission and policies
  • Knowledge of lending applications is desirable
  • Proven capacity to develop his/her role, to innovate, to adapt to rapidly evolving needs, and to implement change
  • Excellent knowledge of English and French (*) with a good command of the other.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
