Job Profile

Communications supports the OPEC Fund’s Strategic Framework 2030 in five key areas: Building a Stronger Brand, Engaging Stakeholders, Executive Communication, Internal Engagement and Reputation Management.

Within this context, the Senior Communications Officer is responsible for helping craft and execute a digital strategy, developing multimedia content, overseeing multimedia platforms and processes in order to drive engagement and reach among priority stakeholders in member and partner countries, including the media. The Senior Communications Officer is a member of Communications’ Outreach and Multimedia Function, and works in close coordination with Communications’ Editorial Content & Production as well as Events Functions to ensure effective coordination and optimal output.

Duties and Responsibilities

Content Creation:

  • Develops multimedia content that articulates key messages (mission, values, impact and achievements) for corporate communications, media and stakeholder briefings, internal and external events.

Content Distribution:

  • Drafts, edits, and programs multimedia content and manages campaigns on the OPEC Fund website, intranet, digital publications and other channels.
  • Reports, analyzes and optimizes performance, SEO and user experience.
  • Introduces new tools and innovations to drive brand engagement and reach.

Media Relations:

  • Proactively cultivates an extensive, international network of broadcast, print and digital media professionals, and facilitates media engagements.
  • Drafts press releases, media advisories, briefings and statements for Senior Management.
  • Enhances media distribution processes, platforms, databases and reports.
  • Regularly recommends and implements improvements to boost brand visibility and credibility.

Stakeholder Engagement:

  • Supports OPEC Fund corporate strategy and strengthens OPEC Fund visibility among member and partner countries, organizational peers and other priority stakeholders by contributing to the development of communication campaigns and tactics that support day-to-day operations.

Any other assignments needed to deliver the Communications’ Annual Workplan.

Qualifications and Experience

  • Master’s degree in Communications, Digital Marketing, Journalism, Social Sciences or a (closely) related field.
  • A Bachelor’s degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of ten (10) years of relevant professional experience; Preferably, two (2) years of which should have been in an international development finance institution.
  • Proven track record in developing and growing organizational visibility and project recognition.
  • Proven track-record of successful communications initiatives and results.
  • Strong knowledge of web/digital technologies and practices, and a proven track record applying them to advance an organization’s communications objectives
  • An eye for design and experience leading visual identity and brand development.
  • Demonstrated project management experience.
  • Good understanding of current publishing, media, social media, and digital content environment and promotion strategies.
  • Demonstrable experience of preparing and implementing strategic communications plans in an international development finance institution or international organization is desirable.
  • Fluent in English. Good working knowledge of Arabic is an added advantage.
